A RESOLUTION OF THE MIAMI CITY COMMISSION RESCINDING RESOLUTION
NO. 05-0690, ADOPTED NOVEMBER 17, 2005, THAT AUTHORIZED THE CITY
MANAGER TO INSTRUCT THE DIRECTOR OF CAPITAL IMPROVEMENTS AND
TRANSPORTATION TO ISSUE WORK ORDER NO. 2, TO HDR ENGINEERING,
INC., FOR SPECIALTY PROGRAM MANAGEMENT SERVICES FOR
FEMA-REQUIRED ADMINISTRATION, MONITORING AND REPORTING OF
HURRICANE DEBRIS REMOVAL, PURSUANT TO THE PROFESSIONAL
SERVICES AGREEMENT EFFECTIVE AUGUST 1, 2005, PURSUANT TO
RESOLUTION NO. 05-0534, ADOPTED SEPTEMBER 8, 2005, IN AN AMOUNT
NOT TO EXCEED $2,200,000.
WHEREAS, pursuant to Resolution No. 05-0534, adopted September 8, 2005, the City
Commission approved the execution of a professional services agreement ("Agreement") effective
August 1, 2005 with HDR Engineering, Inc. ("HDR"), for program management services primarily for
services relating to the implementation of the City of Miami's ("City's") capital improvement program
and also for specialty function areas by issuing a Work Order, subject to City Commission
authorization; and
WHEREAS, Work Order No. 1 for management of the Miami Streetcar program was also
approved by said Resolution; and
WHEREAS, Resolution No. 05-0690, adopted November 17, 2005, authorized the City Manager
to issue Work Order No. 2 to provide additional specialty services for the comprehensive
management and FEMA-required monitoring and reporting of Hurricane Katrina debris removal for
the Department of Solid Waste, in an amount not to exceed $2,200,000 from designated Account No.
800005, established specifically for hurricane recovery services; and
WHEREAS, the City wishes to rescind Resolution No. 05-0690, due to a determination that the
text of the Resolution resulted in ambiguity that is best corrected by introducing a new Resolution;
and
WHEREAS, the City feels that providing a clear record of services received from HDR is best
accomplished by authorizing the issuance of Work Order No. 2 again;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by
reference and incorporated as if fully set forth in this section.
Section 2. Resolution No. 05-0690, adopted November 17, 2005, that authorized the City
Manager to instruct the Director of Capital Improvements and Transportation to issue Work Order No.

2, to HDR, for specialty program management services for FEMA-required administration, monitoring
and reporting of hurricane debris removal, pursuant to the Agreement effective August 1, 2005,
pursuant to Resolution No. 05-0534, adopted September 8, 2005, in an amount not to exceed
$2,200,000, is rescinded.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
