HomeMy WebLinkAboutMemoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : FROM: Glenn Marcos, Director Chief Procurement Officer Maritza Stf ez, tPPB Sr. Procurement Specialist DATE: SUBJECT: REFERENCES: ENCLOSURES: April 13, 2006 Omnitrak Latent Station FILE : I conducted an investigation to determine whether Printrak, A Motorola Company, a Non-Minority/Non-Local vendor, located at 1250 North Tustin Avenue, Anaheim, Ca. 92807, is the sole source provider of the OmnitrakTM Latent Station, including training and maintenance, at a total cost not to exceed $107,641.00, for the Department of Police. Pursuant to Resolution No. 96-627, the Police Department received City Commission approval to acquire the Automated Fingerprint Identification System (AFIS) from Printrak, under a sole source designation due to the proprietary nature of the hardware and software design, in the amount of $537,465.00. AFIS stores fingerprints in a computer readable format, which allows for rapid identification, and allows the Miami Police Department to interface with Miami -Dade County and Florida Department of Law Enforcement's fingerprint and criminal databases. This system will become obsolete in the later part of 2006, and will negatively impact the work being performed now, and in the future, to the point that the department would not have the capability to search any type of latent fingerprint. The AFIS system is copyrighted and proprietary to Printrak, which is its sole source supplier. Resolution No. 04-0143, adopted March 11, 2004 authorized the purchase of an Omnitrak Latent Station under a sole source designation, as the replacement model for the Printrak Series 2000. This state-of-the-art equipment is already operational around the world, and is designed for latent print input, and review of fingerprint and palmprint search results. Latent palmprints of value have a ratio of 48% of all latents lifted at a crime scene, therefore, they are a very significant part of identifying suspects. It is imperative that the Police Department acquires this equipment in order to improve their day-to-day operations. Implementation of this additional station will improve the turnaround time of identifying the finger and palm prints, while facilitating a faster solution of a case. This technology enhancement will improve the Miami Police Department Crime Scene Investigation/Technical Services Unit's quality of work and veracity of results. The upgraded OmnitrakTM Latent Station is copyrighted and proprietary to Printrak, which is the sole source supplier. Accordingly, 1 am recommending that the requirements for formal competitive sealed bidding be waived, and these findings be approved: Printrak, A Motorola Company, a Non-Minority/Non-Local vendor, located at 1250 North Tustin Avenue, Anaheim, Ca. 92807, is the sole source provider of the OmnitrakTM Latent Station, including training and maintenance, at a total cost not to exceed $107,641.00, for the Department of Police.
