HomeMy WebLinkAboutSummary FormAGENDA ITEM}SUMMARY FORM FILE ID: p 6 - ba $cl a1 Date: 3/9/2006 Requesting Department: City Manager's Office Commission Meeting Date: 4/27/2006 District Impacted: None Type: ® Resolution ❑ Ordinance ❑ Emergency Ordinance ❑ Discussion Item ❑ Other Subject: Federal Lobbying Services Purpose of Item: It is respectfully recommended that the City Commission accept the recommendation of the City Manager approving the findings of the evaluation committee pursuant to Request for Qualification No. 04-05-125R, qualifying the lobbying firms: Collins & Company; Alcalde & Fay; Akin Gump Strauss Hauer Feld; Baker, Donelson, Bearman, Caldwell & Berkowitz; Patton Boggs LLP; Akerman Senterfitt; Dutko Poole McKinley; Van Scoyoc Associates; Tew Cardenas LLP; Russ -Reid Co.; Federal Legislative Associates; and Blank Rome LLP, authorizing the City Manager to negotiate and execute agreements, on an as needed basis with any of the above listed firms qualified under the categories of expertise as specified on Attachment A, depending on the specific lobbying needs of the City for a base term of one (1) year with the option to renew for five (5) additional one (1) year periods at an annual amount not to exceed $500,000.00; allocating funds from Account Code No. 001000.920216.6.270 Background Information: Federal Lobbying services is needed to represent the City's various interests before the Legislative and Executive branches of the Federal Government, with the purpose, at a minimum , of identifying funding sources and influencing the development of legislation that will improve the quality of life for those who live, work and visit the City. On December 22, 2005, the Purchasing Department issued Request for Qualification No. 04-05-125R. As required by the Procurement Code, the RFQ was advertised, and approximately 39 potential proposers downloaded the RFQ document on-line. Proposals were due and received by the City Clerk on January 9, 2006 at 2:00 p.m. Thirteen (13) proposals were received. One (1) proposal was deemed non -responsive. An Evaluation Committee created by the City Manager reviewed and evaluated the Proposals and qualified each of the firms for each of the categories as specified on Attachment A. The City reserves the right at any time during the term of the Contract and at its sole discretion, to allow the addition of other qualified lobbying firms or categories to be added to the Contract to meet the needs of the City.
