Once fully executed, this agreement will enable the Florida Department of Transportation (Department) to act as the administrator on behalf of the Federal Highway Administration {FHWA) in the reimbursement of Emergency Relief Program funding for damages incurred as a result of Hurricanes Katrina and Wilma. The administration of FHWA Emergency Relief Program funds is subject to the terms and conditions of 23 USC §125 and the FHWA Program Administration Manual. For any work performed under this agreement to be considered reimbursable by FHWA, said work must have been done as emergency work only and not permanent restoration. If any permanent restoration needs to be done then approval must be received from FHWA prior to the beginning of any work. Any permanent work performed without prior approval will neither be reimbursable from FHWA nor the Department. *** This JPA must be executed by both parties prior to June 30, 2006 *** JPA Execution Instructions: 1. Prior to printing the attachment, please enter the 'Work Began' and 'Work Completed' dates for each DDIR on the first page of the JPA. If the work is not completed yet, please enter 'pending'. Print four (4) originals to be executed. 3. Attach copies of each DDIR as part of Exhibit 'A' to each original JPA. 4. Please procure a resolution from your governing board to authorize execution of the four (4) original JPAs. 5. Once authorized, please return all four (4) partially executed JPAs, along with a certified copy of the resolution, to my attention at: Florida Department of Transportation Attn: Kenneth Robertson, JPA Coordinator 1000 NW 111 Ave, Rm. 6137 Miami, Florida 33172 6. Once you receive the agreements back from the Department fully executed, your local government will then be able to invoice the Department for reimbursement under the FHWA Emergency Relief Program. Invoices received prior to Department execution of these agreements will be returned unpaid.
