Demonstrate detailed progress on high -impact actions related to C40 Declarations the city has committed to or actions the city is supported to deliver through C40 Regional Sectoral Programmes. c) Annually — city to share with C40 extract from the city MER system OR fill-in a 1-page statement (C40 template). Report progress on C40 declarations if city committed to any. d) Report city progress annually through a global platform used by C40 (CDP) to help set a global baseline and inspire others. d) Annually - automatically tracked by C40 based on city CDP response PIPMAINSTAM): City uses the necessary financial, regulatory and other tools at their disposal to address the climate crisis and mainstreams their equitable climate targets into the most impactful city decision -making processes Compliance Assessment (*Annually means by 31st Dec each year) MEASURED BY Integrate goals and actions of the city's climate action plan into all relevant city decision making processes or governance structures. This should include at least one of the following: • City budget // City bylaws // City spatial plans // Departmental sectoral strategies // Project design guidelines // City procurement mechanisms // City emergency response systems!! Divesting the city pension fund from fossil fuels and/or increasing sustainable investment // Other relevant city processes, structures or policies. a) Share progress annually, assessed in 2024 — city to share with C40 a 1-page self -assessment statement (C40 template) C40 CITIES # 4 (INNOVATE): City innovates and starts taking inclusive action to address emissions and climate risk beyond the direct control of the city government, such as associated with goods & services consumed in their city Compliance Assessment *Annually means by 31st Dec each year) MEASURED BY The city is required to achieve at least two of the following: a) By 2024, research, develop or pilot (and share knowledge on) a new climate initiative (e.g. climate budgeting, divest/invest, Thriving Cities approach, improve green and just informal settlements upgrading, innovative green finance, climate migration, etc.). b) By 2024, adopt a city-wide strategy for addressing emissions from consumption of the city's most relevant goods and services, across at least 2 sectors (for example construction, food, private transportation, textiles, electronics & household appliances, etc.); this should include inputs through a broad stakeholder engagement. c) Annually report on progress with implementation of any specific actions to address emissions from the city's consumption of the most relevant goods and services. a) Once by 2024 - automatically tracked by C40 based on city activities within C40 b) Once by 2024 — city to share a copy of the adopted strategy with C40 (versions in local language are fine) c) Annually - automatically tracked by C40 based on cities' CDP and C40 Declarations reporting # 5 (LEAD): Mayor and the city demonstrate global climate leadership an inspire others to act in support of the diM ent Compliance Assessment *Annually means by 315t Dec each year) MEASURED BY The Mayor will: a) Annually act as a C40 Ambassador by sharing city best practices in climate action through at least one activity: e.g. press/media engagement, joining C40-led campaigns, leading on an area of work within C40, etc.; and support peer C40 mayors in times of climate or other crisis or when cities' local climate policies are under threat (if requested by the city and politically feasible); and b) Participate in person or virtually in the C40 Mayors Summit when organised and participate annually in at least one other relevant mayoral C40 event, such as regional C40 events, or host an in -city climate event on behalf of C40. And the city must achieve annually at least one of the following*: c) Seek to inspire in the lead up to international climate negotiations (COP 26) in 2021, at least 5 non-C40 cities to commit to develop an inclusive and resilient action plan consistent with the 1.5°C target of the Paris Agreement and take ambitious action through collaboration and experience sharing bi-laterally or in other city networks. d) Commence delivery by no later than 2022 towards targets as or more ambitious than those in at least 3 C40 Declarations, and annually report progress. e) Collaborate, unilaterally or through C40, with businesses, citizens, labour unions and others, through establishing formal platforms such as a City Business Alliance or less formal processes, to build a broad coalition supporting the city climate action implementation. f) Show regional or sectoral leadership by supporting other C40 cities through at least one of the following: • Hosting (where possible at own cost) a study tour/ masterclass with other C40 cities • Pairing -up with another C40 city (peer "consultancy") - staff time, study tours, knowledge sharing • Providing formal city staff time to C40 or another C40 member city. *Innovator cities will be required to achieve ALL of the following by no later than 2024. a) Annually - automatically tracked by C40 based on mayoral involvement with C40 activities b) Annually - automatically tracked by C40 based on event attendance/ hosting c) Once in 2021- city to share with C40 a 1-page statement (C40 template) d) Annually - automatically tracked by C40 based on cities' Declarations reporting e) Annually - automatically tracked by C40 based on cities' activities in C40 f) Annually - automatically tracked by C40 based on city's activities in C40 C40 CITIES Enforcement Policy In order to support a high level of participation and climate leadership from C40 cities, a transparent set of principles for engaging with C40 cities and a C40 Enforcement Policy has been established. To meet the Leadership Standards, member cities must fulfil all annual requirements every year and all requirements by the end of 2024. New C40 members will have two years from the date of their inclusion to C40 to reach compliance with the Leadership Standards. The Enforcement Policy comprises of the following principles: (a) A city that does not comply with Leadership Standards for one calendar year (12 months) will be moved into the category of an "Inactive" member city and marked as such publicly on the C40 website at the end of the first quarter of the year; (b) If/When the city complies with all standards missed in the previous year, the city is automatically reinstated to full C40 membership; (c) "Inactive" C40 cities can remain in this membership category for up to one year (12 months). After this time, the Steering Committee must decide if the city should either be reinstated to full C40 membership or be annulled as a C40 member city, based on the Leadership Standards performance and other city commitments and actions that the city has demonstrated as an "Inactive" member. Inactive cities will not be able to benefit from the following: (a) New external partnerships, technical assistance and other new funding opportunities obtained through C40; (b) Additional new support from the C40 regional or global technical support staff; (c) Opportunity to run for a Steering Committee seat or vote in Steering Committee elections. The C40 Regional Director will continue to support the "Inactive" member city with guidance on how to improve compliance with the Leadership Standards and demonstrate other city commitments and ambitious actions. A city that has had its C40 membership annulled by the Steering Committee will have the opportunity to reapply for C40 membership at any time. For the re -application, the Mayor of the annulled C40 city will be required to prepare a letter of intent to the C40 Chair stating the city's commitment to comply with the C40 Leadership Standards. The decision to accept renewed membership of a past "Inactive" C40 city is taken by the C40 Steering Committee.
