Background of Item: In April 2021 the Miami City Commission unanimously passed Resolution R-21-0172 establishing a climate action goal to achieve net zero greenhouse gas emissions by 2050 and recognizing the impacts of climate change caused by human activity. In January 2020, the city was inducted into the C40 Cities, a global network of 95 cities committed to tackling climate change and increasing the economic and environmental well-being of their residents and is required, per the C40 Leadership Standards to adopt a resilient and inclusive climate action plan aligned with the 1.5 degrees Celsius ambition of the Paris Agreement. Miami Forever Carbon Neutral establishes an ambitious interim target of 60% reduction in GHG emissions below 2018 levels (3.3 million metric tons of carbon dioxide equivalent) by 2035 which can be achieved by meeting five subgoals: 15% shift away from private vehicle trips compared to 2018 levels by 2035, 100% carbon -free electricity and energy by 2035, 35% reduction in on - site natural gas emissions compared to 2018 levels by 2035, 40% of registered passenger vehicles are electric by 2035, and improve energy efficiency in buildings to decrease overall energy consumption. In order to achieve net zero GHG emissions by 2050 the city must commit to this long-term goal by making GHG emissions reduction a Citywide priority and allocating proper resources such as personnel and budget in order to implement the actions in Miami Forever Carbon Neutral. Per the C40 Leadership Standards the City is also required to review and/or update the GHG Plan at least every 5 years, review and/or update a climate change risk assessment at least every 5 years and update Citywide GHG Inventory at least every 3 years. This plan has been in development since September 2020. Robust public engagement has occurred throughout, and internal departments have been briefed on their required actions as well. This plan builds on the Resilient305 regional urban resilience plan and the City's climate adaptation plan, Miami Forever Climate Ready. These documents are meant to work in compliment to address City's climate vulnerability both proactively and reactively.
