A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTS,
ADOPTING THE MIAMI FOREVER CARBON NEUTRAL GREENHOUSE GAS
REDUCTION PLAN, ATTACHED AND INCORPORATED AS EXHIBIT "A", FOR
PURPOSES OF GUIDING THE CITY OF MIAMI TOWARDS NET ZERO
GREENHOUSE GAS EMISSIONS BY 2050; FURTHER DIRECTING THE CITY
MANAGER TO CONSIDER THE CARBON NEUTRALITY GOAL AND
ASSOCIATED ACTIONS IN UPDATES TO LAND USE PLANS AND CODES,
THE ANNUAL BUDGET AND CAPITAL EXPENDITURES, UTILITY
AGREEMENTS, AND ADMINISTRATIVE POLICIES AND TO ALLOCATE
ADEQUATE RESOURCES TO ENSURE COMPLIANCE WITH C40
LEADERSHIP STANDARDS.

WHEREAS, in November 2019, the City Commission unanimously passed Resolution
No. R-19-0477 declaring a climate emergency and committing to "Citywide climate emergency
mobilization efforts to reverse climate change, aiming, with appropriate financial and regulatory
assistance from Miami -Dade County, the State of Florida, and Federal authorities, to end
Citywide greenhouse gas emissions as quickly as possible to safely drawdown carbon from the
atmosphere and accelerate adaptation and resilience strategies in preparation for intensifying
climate impacts"; and
WHEREAS, in April 2021, the City Commission unanimously passed Resolution R-21-
0172 establishing a climate action goal to achieve net zero greenhouse gas ("GHG") emissions
by 2050 and recognizing the impacts of climate change caused by human activity; and
WHEREAS, the City of Miami ("City") is a member of the United Nations Race to Zero, a
global campaign to take rigorous and immediate actions to halve global emissions by 2030;
deliver a healthier, fairer zero carbon world in time; and commit the City to reduce emissions
across all scopes swiftly and fairly in line with the Paris Agreement with transparent action plans
and robust near -term targets; and
WHEREAS, on January 9, 2020, the City was inducted into the C40 Cities, a global
network of 95 cities committed to tackling climate change and increasing the economic and
environmental well-being of their residents, and is required by the C40 Leadership Standards,
attached and incorporated as Exhibit "B", to adopt a resilient and inclusive climate action plan
aligned with the 1.5 degrees Celsius ambition of the Paris Agreement; and
WHEREAS, if the City takes no further action to reduce its GHG emissions, annual GHG
emissions are projected to rise to 4.5 million metric tons of carbon dioxide equivalent per year
which is 1.2 million metric tons higher than the City's current output; and

WHEREAS, Miami Forever Carbon Neutral establishes an ambitious interim target of
60% reduction in GHG emissions below 2018 levels (3.3 million metric tons of carbon dioxide
equivalent) by 2035 which can be achieved by meeting five (5) subgoals: 15% shift away from
private vehicle trips compared to 2018 levels by 2035, 100% carbon -free electricity and energy
by 2035, 35% reduction in on -site natural gas emissions compared to 2018 levels by 2035, 40%
of registered passenger vehicles are electric by 2035, and improve energy efficiency in buildings
to decrease overall energy consumption; and
WHEREAS, achieving GHG reduction targets and adapting to other facets of climate
change will drive incremental but ultimately substantive, transformation of the South Florida
economy and the City should be intentional about its policies and investments to ensure that
residents and local businesses economically benefit from investments in climate adaptation and
carbon mitigation as they have potential to create quality, living wage jobs and encourage
economic diversification; and
WHEREAS, in order to achieve net zero GHG emissions by 2050, the City must commit
to this long-term goal by making GHG emissions reduction a Citywide priority and allocating
proper resources such as personnel and budget in order to implement the actions in Miami
Forever Carbon Neutral; and
WHEREAS, per the C40 Leadership Standards, the City is also required to review
and/or update the GHG Plan at least every five (5) years, review and/or update a climate
change risk assessment at least every five (5) years, and update Citywide GHG Inventory at
least every two (2) years;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission adopts the Miami Forever Carbon Neutral Greenhouse
Gas Reduction Plan, attached and incorporated as Exhibit "A", for purposes of guiding the City
towards net zero GHG emissions by 2050.
Section 3. The City Commission directs the City Manager to consider the carbon
neutrality goal and associated actions in updates to land use plans and codes, the annual
budget and capital expenditures, utility agreements, and administrative policies.
Section 4. The City Commission directs the City Manager to allocate adequate
resources to ensure compliance with C40 Leadership Standards, attached and incorporated as
Exhibit "B".
Section 5. This Resolution shall become effective immediately upon its adoption.
