The purpose of the ordinance is to enact the living wage in the City of Miami
Purpose of Item:
Background Information:
One of the strategic goals of this administration was to focus significant attention toward improving
the lives of our less fortunate citizens. During 2002, Mayor Manny Diaz announced a comprehensive
anti -poverty campaign that sought to provide job opportunities, affordable housing, job and life skills
training, sustainable tax relief and an overall better quality of life. Leading the way, Mayor Diaz with
the full support of the City Commission has allocated nearly $2.5M toward funding programming in
this initiative over the last four years. This multi faceted campaign has been substantially
implemented however the last remaining significant component of the Mayor's initiative is the
implementation of a living wage in the City of Miami. This living wage ordinance seeks to leverage
public funds in a way that promotes job creation, and enhances citizens' ability to support themselves
and provide for their families in this ever evolving financial environment. Based on providing a
living wage that would be equal to 110% of the 2006 Federal Poverty Guidelines, for a family of four,
this ordinance would effect approximately 139 city employees and have a financial impact that would
range from $850K to $1.2M, dependent upon the employee being provided a health care benefit.

Living Wage Ordinance Continued...
This would translate to an hourly wage of $10.58/hr for employees with benefits and
$11.83/hr for employees without benefits. Although the financial impact associated with
salary compression and service contracts covered under this ordinance could not be
quantified at this time, we can expect to experience some increase in the cost. That
increase will be mitigated by the staggered implementation schedule outlined in the
ordinance.
