HomeMy WebLinkAboutEmergency Finding MemoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO FROM : Joe Arriola City Manager CC3rkAilfAil'/ Mary Conway, ir'ector Capital Improvements & Transportation DATE : March 14, 2006 FILE SUBJECT: Emergency Finding: Utilization of Electrical Contractor Service, Inc for Orange Bowl Stadium Light REFERENCES :.Repairs Project No. B-30387 ENCLOSURES: BACKGROUND The Department of Capital Improvements is responsible for the hurricane and structural repairs at the Orange Bowl Stadium. Hurricane Wilma caused damage to the sports and security lighting at the Orange Bowl Stadium. One of the light towers, Tower 1, was ripped from its support and its light fixtures were destroyed when it fell to the ground. The hurricane also misaligned, loosened and broke several remaining sports light fixtures. The Department conducted a visual inspection of the Orange Bowl and determined the remaining light towers were no longer structurally safe, and that the light fixtures on the towers would be a threat to the safety of the spectators attending the game. The towers and lighting are integral components of the Stadium. Without timely removal of the Tight fixtures the University of Miami football schedule would have been adversely impacted. FINDING The Department of Capital Improvements and Transportation finds and determines that it was in the best interest of the City to waive competitive bids and secure the services of Electrical Contracting Service, Inc. to remove damaged light fixtures from designated sections of the Orange Bowl Stadium at a cost of $56,800. Electrical Contracting Service, Inc. is an appropriately licensed contractor experienced and competent to undertake and perform the work. Our selection is based on our knowledge of their workmanship, efficiency and experience installing the particular brand (Musco) of sports Tight fixtures found on the light towers. The contractor estimated the cost of the removal of 16 damaged sports Tight fixtures on Towers 2, 3 and 4, including labor and materials, not to exceed $4,800, and the estimated cost of the removal of the 235 sports light fixtures and 28 security light fixtures on Towers 2 thru 8, including labor and materials, not to exceed $52,000 for a total cost of $56,800.00. Memo, Emergency Finding Orange Bowl Light Repairs Post Hurricane Wilma Page 2 As provided in accordance with Section 18-89 (Public works and Contracts) of the Code of the City of Miami and allowed by Florida Statutes §255.20, we recommend that the City Manager affirm and adopt these findings and forward the matter to the City Commission for its approval.
