LIMITATION AIITHORI.TY
The City of Coral Gablea Technical Advisory Committee is chargedwith the responsibility of
reviewing the propot<e,;'trafei flow modification. The scope of traffic. review shall be determined on a
case -by -case basis by the Metro:Iledc Public Works Department.
Metro Dade County 'has the sole discretion, &object to all applicnb.e laws, to approve,
modify. continue or deny aay traffic flow modification request regard1ess of any
support or leek thereof'via the petition provers. "The approval or denial of the Director.
Metro -Dade Public Worsts Department fora traffic modification will be final.
INCOMPLETE APPLICATION

Enclosed please find plans for both locations of the proposed Speed Tables along
Tigertail Avenue. The Tigertail Avenue was covered under the North Grove Traffic
Study performed by Marlin Engineering, Inc. According to the results of the data
collection the Avenue will qualify for the installation of a traffic control device. Based on
the exit width of the Avenue, the only alternative will be to use Speed Tables
The City agrees with the recommendations and kindly asks for the County's approval of
this proposal.

Re: Tigertail Avenue Speed Tables

Pursuant to the City's Request, Mar!Engineering revised the initial traffic
calming study for the North Grove..hleighborhood to change the proposed traffic
calming devices for the intersections of Emalha Street and Coacoochee Street
with Tigertail Avenue from traffic circles to speed tables along Tigertail Avenue.
Based on speed data and field observations, it was determined that two 22'
speed tables would be required to achieve the desired effect along the roadway.
It is recommended• that one speed table be installed west of Coacoochee Street
and the second east of Emaitha Street. A copy of the proposed speed table
locations is attached along with a typical speed table cross-section.

Enclosed please find a copy of Traffic Calming Criteria, for Low Volume Narrow Streets,
developed by Marlin Engineering, Inc. The City of Miami in an effort to control speeding
problems in the majority of our residential streets is proposing new criteria for the Low
Volume Narrow Streets. The developed criteria is based on the existing conditions and
the main purpose is to improve the safety and security of the residents.
The City would like to implement this concept and kindly requests the County's
acceptance and approval of the Criteria.

Based on the study performed by Marlin Engineering for the North Grove Area, it was concluded that traffic circles are not
warranted. Several traffic Issues exist within the study area; such are narrow street, Iow volume lack of sidewalks and
sight distances. Thus, Marlin Engineering developed new set of traffic calming criteria for Iow volume narrow streets. The
new criteria were sent to Miami -Dade County Traffic Engineering Division for review, comments and or approval.

TRAFFIC CALMING CRITERIA FOR LOW VOLUME NARROW STREETS
The following traffic calming criteria will only be applied for low volume narrow
streets that are not meeting the Miami -Dade County Street Flow modification criteria.
• Neighborhood Characteristics and Identity:
o Entirely residential neighborhood within residential area
o Rural characteristics within urban area
o Historical areas
o Street reconstruction will change the identity of the neighborhood
• Roadway Functional Classification:
o local residential streets
o Rural characteristics within an urban area
o streets are not intended for through traffic
o Through traffic is not its primary propose
• Existing Roadway Characteristics
o Subject streets are naxrow (< 20')
o Posted speed limit is higher than or equal to 25 mph
o Existing pavement width is not enough to allow vehicles in opposite
direction to pass one another, parked vehicles, and stopped vehicles
without affecting the safety of pedestrians
o Right-of-way is limited, where street widening is not a viable alternative
o Subject streets have no sidewalks
o Shoulders are not appropriate for walking
o Pedestrians are force to use street
o No drainage structures
• Existing Operational Characteristics
o Low traffic volumes
o During off peak periods the subject streets function as one way street.
o Street surface is shared by drivers and pedestrians.
o Available stopping sight distance is not sufficiently long to enable a
vehicle traveling at or near the design speed to avoid colliding with a
stationary or a moving object in its path
o Significant cut -through traffic
o Safety is a major concern. Resident complaints
o Drivers travel at speeds equal to or higher than posted speed limit
