I understand you are part of a team evaluating a traffic calming plan for North Grove - specifically
the area bounded by SW 17th Avenue, Tigertail Avenue, SW 22nd Avenue and US1. I live on.
1 847 Crystal Terrace which lies within this geographic area. i am very pleased to see that the
implementation of a traffic calming plan is being considered. My family has resided in this area
since 1989. This is a residential area where the residents are visibly outdoors - walking their
dogs, jogging or rollerblading for exercise, riding bikes and visiting neighbors. Children and
families congregate by the deadend next to our house to play basketball and learn to ride bikes.
This is also a neighborhood that is used by many city and county residents as a shortcut to
bypass traffic on US1 and Bayshore. Many of these drivers do not heed the posted speed limits
- I have been passed by cars on Tigertail while 1 have been driving at the posted speed limits. On
occasion I have been passed by cars in front of Ransom Everglades Middle School during the
reduced school zone speed limit times.
Speeding (and excess) traffic is not limited to the major streets of Tigertail and 17th
avenue. Streets such as Espanola are used by drivers to enter US1 via SW 17th or 22nd
Avenues. My little one block long street gets increased traffic during peak commute times from
commuters who try to escape the backed up traffic on Tigertail by connecting to US 1 via Crystal
court/crystal Terrace/NatomalSecoffee and SW22nd Avenue. You can tell the new commuters
as they are the ones who drive up the deadend of Crystal Court and have to back up to turn onto
Crystal Terrace.
My concern is for the safety of our residents - the children who are out on their bikes, rollerblades
and scooters, the individuals and families that are out on walks - they are all vulnerable to the
increased traffic and especially to those that speed through our streets.
I look forward to hearing that a traffic calming plan has been approved for our area.

I was told you ere the person I should address concerning traffic issues.
We live in North Grove on Emathla Street and have also lived on Seminole Street.
In the past year there has been a huge increase in not only traffic but speeding traffic in
our neighborhood. Specifically Emathla, Seminole, Espanola Natoma and Secoffee Street.
We walk our dogs here daily and experience the ptroblem first hand. Part of the appeal and
the reason our property values afre so high (along with our taxes) is the appearance of
serenity and safety. I have had 3 close calls with cars careening down Emathla and
Secoffee and Espanola. I have seen our beloved free roaming peacocks killed at the side
of the road because of a speeding rush hour driver.
As leading Realtors of luxury homes in this neighborhood I have experienced first hand
the reaction of a couple whom I was showing property on Espanola who decided not to
pursue it because they didn't like the amount and the speed of the traffic coming from 17th
Avenue and speeding down Espanola to cut over to either Tigertail or 22nd Avenue.
Something needs to be done, either speed bumps, redirection or denied access to non
resifdents during rush hours as the have done in South Grove or much stricter fines and
police patrol. Better yet a combination of all three.
Please let me know if you are the right person to help with this issue or if there are others I
should contact.

Dear Ms. Lopez:
We are writing to you because we are very concerned about the issue of cars and trucks
speeding down our residential street, Espanola Drive in North Coconut Grove. Ours is a
small street comprised in large part of families with young children. On any given day,
you will see numbers of moms, dads and nannies walking young children down the street
and older children outside playing and riding bikes.
At the same time, we are seeing increasing numbers of vehicles speeding down our street,
using it as a cut through during rush hours or just seeing the long straight away and
gunning their engines.
We are very worried that it is only a matter of time before an accident could occur that
would endanger the well being of our kids, our neighbors or ourselves
We are anxious to implement a plan to reduce both the numbers of cars cutting through
our street and the speed at which that those cars are travelling. We are especially
interested in exploring the possibility of using traffic calming devices such as traffic
circles and changing the curvature of the street to make it more difficult for cars to speed.
We would like to see the city help us to implement such a plan and would appreciate
hearing back from you concerning this issue.

I live on Emathla and have also lived on Seminole in the North Grove. Cars have almost killed
me on Secoffee, Emathla, Seminole, Natoma and of course Tigertail. Matter-of-fact, the most
recent traffic study showed 75 percent of all traffic speeds with impunity on Tigertail and then
continues to drive recklessly up and down the side streets. Something must be done) As we 10
percent of Miami's population underwrites the other 80 percent through taxes for city services, I
expect to at least have life and limb protected.
Please respond regarding what you are doing to abate this serious and dangerous situation.

I live at 2612 Taluga Drive in the North Grove and luckily for me there
is very little traffic on my tiny street but I an 2 houses away from
Wakeena Street and that can be pretty bad with cars cutting though
going very fast. That is nothing compared to the speeding I see on
Espanola when walking my dog. People seem to use it as a drag strip.
The street is long enough, straight enough and wide enough for them to
rev up to amazingly high speeds. It can take your breath away.
Thank you for any thing you can do to slow down the speedway.

Dear Ms. Lopez,
Over the last few years, neighbors in the North Grove encompassing the area between
US1 and Tigertail Avenue, SW 17th Avenue and SW 22"d Avenue have met repeatedly to
discuss what changes we could make within our streets to better ensure the safety of our
children and families.
This community effort has been prompted by the distressing traffic problems within our
neighborhood.
(1) Cars RACE down our straight and unencumbered Espanola Drive at a speed which I
can't quantify but which leaves me incredulous.
(2) I have repeatedly observed cars on Natoma, Tigertail Avenue, SW 17th Avenue and
SW 22' Avenue traveling at speeds which must well exceed the speed limit.
(3) We live at 1720 Espanola Drive, the 2" driveway on the left as one enters from SW
17th Avenue. On numerous occasions I have had near collisions with cars turning the
corner and over taking my car in the left lane as I attempt to pull into my driveway
because it seems they have raced around the corner and are in such a hurry to travel down
Espanola Drive that they cannot wait for me to turn into my driveway.
(4) I have had drivers just behind my car, clearly frustrated that I am traveling only at
30mph, anxious to overtake my car. Indeed, this happened twice when I took Mr. Soria of
Marlin Engineering on a short tour of our neighborhood.
(5)It has become increasingly more dangerous to enter SW 17th Avenue from Espanola
Drive because of the speed with which cars approach the light at Tigertail Avenue
(heading south on SW 17th Avenue coming from US 1), and because of the volume of
traffic coming from both directions.
There are other issues that could be addressed here but our main concern stems from the
speed with which cars circumnavigate our neighborhood, often using our streets to loop
back onto US 1 or to reach US 1 from B ayshore. These cars make it hazardous for the
adults and children who would like to walk, cycle or enjoy any number of outdoor
activities geared to life in tropical Florida.
We appreciate the concern you share with other officials at the City of Miami and we are
extremely grateful for your support. We are anxious for a viable, carefully conceived
solution to this problem.

I have been a resident of Coconut Grove since 1979 at my current
residence at 1896 Tigertail Avenue.
My history with Tigertail Avenue runs from losing a dog to being hit by
a speeding motorcycle at my driveway, to having to escort my 14 year
old children 6 houses to school because of the reckless speeding cars
going through this residential neighborhood.
I think that we have finally reached a point where the members of this
north Grove community will do whatever it takes to control this
situation. We are asking for some serious traffic calming measures to
be implemented immediately. I am aware that the County has decided "no
more Speed tables"
..however we would like this to be seriously reconsidered. Speed tables
do work! I am sending this email as a plea for you to please take the
responsibility for the safety of our children , bikers, walkers,
runners and babies in carriages.
The number of serious accidents occurring between 17th Ave. and Emathla
St.
over the last 7 years are well documented by the City. It is no secret
that
when the County diverted traffic from Bayshore Dr. up onto Tigertail
there
were NO measures taken to safeguard the residents from the volume of
speeding vehicles which resulted. The City has repeatedly said it can't
enforce the street on a regular basis as it is "not Priority"
considering
all the other areas that need attention in the City of Miami.
Last Month there was a fatality of a pedestrian on Bayshore Dr. How
soon
will that be the case with our street ? The speed limit is 30 mph; yet
most
cars speed daily at 45 and 75 mph and pass each other,when not slowed
by
rush hour.
I am especially concerned with the speed attained as cars gain momentum
between Coacoochee and Seminole in both north and south directions.
This
could be stopped by installing Calming traffic circles at Crystal Court
as
Well as at Emathla St.
I would like to request that the City and County work together
immediately
to remediate this problem. After 7 years of letters to Mr. Hassan
concerning
this situation, I now understand he is willing to listen and do
something
other than ignore our pleas.

I am a 10 year resident of my North Grove neighborhood. We live on Espanola Dr.
which is one of the longest and straightest streets that I know of in a residential
neighborhood in Miami. The total lack of disregard for the traffic laws has developed
into a very unsafe situation. The street should not have a high volume of traffic but it
does on two or three days per week. If U.S. 1 has traffic you can count on at least 50 cars
per hour, all traveling at very high rates of speed. It is only a matter of time before one of
our children is hit.
The following are examples of what happens to me on a daily basis:
(1) I have the horn blown at me when I am going the speed limit.
(2) I am passed (on the left) as I am pulling into my driveway (which is also a left
hand turn).
(3) I find it difficult to exit my driveway safely since many of the cars are exceeding
45 miles per hour.
These are issues that relate to Espanola but the surrounding streets have similar
situations. I beg you to review the traffic calming possibilities for our neighborhood.

Kristin Podack forwarded to me your email address. Although I had a business conflict and
couldn't attend that meeting in her home last month regarding North Grove traffic problems, I
helped Kristin financially to underwrite our traffic consultant because I live on Coacoochee Street,
one house removed from Tigertail, and by working full time from my house I am constantly
coming and going all day by car. That way I see first hand the North Grove problem. Frankly, I
think the North Grove traffic problem is simpler than do some others within our group. "children at
play" signs and such offer no impact. I believe the problem is simply commuters heading
south and north who wish an alternative to US1 and have chosen either Bayshore or Tigertail,
and Tigertail's advantage is its lack of Bayshore's traffic lights and for the stretch from 17th to
27th, its single family zoning doesn't offer the "eye candy" that Bayshore's water views and
diverse commercial uses does, and therefore drivers can move a lot more quickly than the posted
30 mph signs allow.
In other words, I strongly support the implementation of as many traffic circles as the law - or your
rules - allow in that area between 17th and 22nd. Besides slowing down traffic - which will likely
cause the re -diversion back to US1 - you will beautify a road which now is rather plain in
appearance.

I live on Coacoochee St. between Tigertail and South Bayshore, and I
believe that we have serious traffic issues both on Tigertail and
Coacoochee St. With respect to Tigertail, speeding is the obvious
problem. I had always assumed that the average MPH was about 40
(despite the posted speed signs everywhere), and the traffic study
which
showed 15% of traffic hitting a speed of 45 MPH shows that my
assumption
is probably well founded.
I am very much in favor of slowing down Tigertail, and will support
traffic lights, traffic circles or whatever else the community and you
think best, with one caveat. I am very worried that whatever the
solution may be, one result will be an increase in traffic, speeding,
running stop signs and tempers flaring on Coacoochee between Tigertail
and Bayshore, as people decide to bypass Tigertail and head down to
Bayshore.
This is based on the problems that exist on Coacoochee today. ,It seems
to have become no more than a short cut for people seeking to get
between Tigertail and Bayshore. Of course, it's not a private street
and people have the right to do so. However, as a resident of the
block
for 3 years (and perhaps one becoming increasingly protective as we are
expecting a baby girl in less two weeks), I have noticed three distinct
problems with this:
1. People treat this short-cut like a drag strip. They come barreling
around the corner and, for a very, very short block, seem to accelerate
to 30 MPH with no problem. This though, leads to the second issue.
2. There is a stop sign at the Micanopy intersection. However, due to
the speed with which people take our block, this more often than not
leads to people rolling through (if they slow down at all) the sign.
Since this is not a 4 way stop sign, that is an extremely dangerous
thing to do (as an aside, I do not understand why it isn't a 4-way
stop --one of the problems is that you can't see cars coming along
Micanopy until they are actually at the intersection so I strongly
would
suggest a 4-way stop sign regardless).
3. Coacoochee must be one of the narrowest streets in Miami -Dade. In
fact, 2 cars cannot pass each other without one having to pull off to
the side. When there is no car coming in the other direction, this is
not a problem (and as noted above, people seem to enjoy cruising the
narrow street at a brisk pace). But when there are cars coming in
opposite directions, well, I have seen on many occasions tempers flare
and horns honked while drivers try to muscle for their share of the
road
and get the other to back off/back down/pull over.
I do not know if it is feasible or possible, but many of us on
Coacoochee (and Micanopy) south of Tigertail would like to see, as part
of the solution, Coacoochee physically blocked off along Bayshore (for
everyone, of course, and not just "short -cutters").
Please note that I am not trying to divert attention, or resources,
away
from the Tigertail speeding issue. I just don't think that anyone in
our particular area (i.e., south of Tigertail on a block that will be
affected as a result of decisions to be made) has been represented in
these discussions and it's very important that the solution work for
everyone involved. I am now getting involved with the North Grove
Neighborhood Association and look forward to working these issues out
in
the near future.

We live at 1726 Espanola Drive. We are concerned about the increasing traffic through our
street. We have heard that you may be able to take some action to reduce the through traffic and
we would like to add our voice to that of our other neighbors.
In the past year we have noticed more cars cutting through Espanola to bypass the long lines at
the Tigertail traffic light (at 17th ave). The problem is most noticeable during rush hour in the
morning and afternoon. Additionally, some people cut through Espanola to reach the 22"a
avenue light (at US1) since it is Tess congested than the one at 17111. These people who cut
through our street are normally in a big hurry and therefore more often than riot travel at unsafe
speeds.
Our daughters are aged four and six. We enjoy walking the dog while they ride their bicycles.
Some of the streets in the neighborhood do not have sidewalks and therefore it becomes an
issue when cars are speeding by.
I think it would be a good idea to either close the streets at one end or place other traffic calming
devices in our neighborhood. I'm afraid that the overflow from US1 and 17th avenue is going to
continue and therefore this will be an ever increasing issue. We ask you to please implement
some measures to address this big problem.

As a member of the North Grove Neighborhood Association, my husband and
I are aware that we are close to presenting a final draft of our
"traffic calming" plan to the City Commission.
Our address is 1800 Espanola Drive which is at the corner of Espanola
Drive and Coacoochee. We want to add our concerns about the amount of
traffic and the speed at which many cars travel on our streets.
Because we work outside the home, we are up very early during the week
and can hear cars speeding down Espanola Drive as they try to avoid the
traffic build up on US 1. Also, at night, people use Espanola Drive as
a short cut and a way to avoid US 1. This concerns us because of the
many pedestrians (walkers, joggers, dog walkers, roller bladers) and
children playing and riding bikes in our neighborhood. Additionally we
have peacocks that roam our neighborhood and are likely to get hit by
speeding cars.
Your attention to our proposed plan is appreciated by all of us who
live in the North Grove.

solve our very serious traffic problem.
I have two small children, and we like to walk around the neighborhood,
but we are terrified of the cars that come whizzing down our block. We
often wave to slow them down, but they don't pay attention. The main
problem for us is that Espanola is so long, wide and straight, and it
is a good cut through, so cars just accelerate and fly down the street

understand that studies are being done about speeding through the residential area in the North
Grove. And, I also understand the concern of my neighbors for the safety of their children who
live and play in the area.
As an older person without young children, however, I'm also concerned about MY safety. I
rollerblade through our streets (Espanola, Emathla, Secoffee, Opeechee, Natoma) early in the
morning (7:00 a.m.), when traffic is supposedly not heavy, and I can't tell you how many times
have almost been run off the road by cars driving through the area quickly and in the middle - or
wrong side - of the road. 1 now carry a whistle with me to alert those cars! I'm sure you can
imagine how silly I feel using it.
The streets should be safe for everyone. We are lucky to live in South Florida where the weather
encourages us to be outdoors. There are folks who walk, run, rollerblade and bike in our
area...and they should be protected from speeders.
Your help in providing our neighborhood safety is welcomed.

It has been brought my attention and the attention of the residents of our
neighborhood that impediments may exist that might possibly prevent the
approval and implementation of the North Grove Traffic calming plan inclusive
of SW 17th Avenue and SW 22nd Avenue, Tigertail Avenue and US1 and all
streets within those boundaries.
I think it is important to convey to you and others deciding on this matter that the
continued safety of our streets and neighborhood relies on the approval of such a
plan that will not only calm tyraffic but also diminish the volume of "through
traffic" that impacts our neighborhood on a daily basis at all hours of the day
or night but most importantly between the hours of 7:00am to 7:OOpm.
With 17th Ave and 22nd Ave being the major arterial roads that lead into and out
of the North Grove as well as traffic issues associated with the abuses of the
traffic lights and turn signals at the intersections of US-1 and 17th Ave and US-1
and 22nd Ave; as well as the multiple road closures in Natoma Manor and Bay
Heights that force morning and afternoon traffic to stack bumper to bumper on
17th Ave from US-1 to Bayshore and 22nd Ave from US-1 to Tigertail ...it is no
wonder that people who use these arterial roads are now resorting to utililzing
many of the cross streets such as Wakeena, Natoma, Espanola, Secoffee,
Seminole, Emathala, and etc., to avoid the delays and frustrations that are
associated with using the already overburdened and congested 22nd Ave, 17th
Ave.
As traffic volumes increase on the arterial roads so will the number of vehicles
that makeup the through traffic in our neighborhood. Eventually the number of
vehicles speeding in our neighborhood will achieve the minimum 225 required
to justify action. Unfortunatekly, the probability of a serious injury or worse may
occur before then. This plan will assist greatly to alleviate the traffic issues
and quite possibly ensure that the streets are safe for the neighborh000d and its
residents.

Subject: North Grove Traffic - Speeding
I understand that studies are being done about speeding through the residential area in the North
Grove. And, I also understand the concern of my neighbors for the safety of their children who
live and play in the area.
As an older person without young children, however, I'm also concerned about MY safety. 1
rollerblade through our streets (Espanola, Emathla, Secoffee, Opeechee, Natoma) early in the
morning (7:00 a.m.), when traffic is supposedly not heavy, and I can't tell you how many times
have almost been run off the road by cars driving through the area quickly and in the middle - or
wrong side - of the road. I now carry a whistle with me to alert those cars! I'm sure you can
imagine how silly I feel using it.
The streets should be safe for everyone. We are lucky to live in South Florida where the weather
encourages us to be outdoors. There are folks who walk, run, rollerblade and bike in our
area...and they should be protected from speeders.
Your help in providing our neighborhood safety is welcomed.
