Hesham, my name is Isis Suarez and I own a residence at 2525 SW 27th Lane,
Coconut Grove, Fla. 33133...
Omar Meitin, my next door neighbor, suggested I write to you, in order to
contribute my thoughts in reference to the closing of our street.
I can not tell you how many times a day, I scream at the many drivers, that speed
down our street, going the wrong way.
The DHL delivery truck, on a daily basis, insists on doing their delivery by
going down our street, at a really fast speed, the wrong way
Even white vans from the City agencies, speed down our Lane, (aka the 27th
Speedway!).
There is even a recent new neighbor to this Lane, who doesn't seem to care which
way the traffic is supposed to go...
I walk my Yorkie every day, twice a day, and find myself having to have eyes on
my back, because in the last 6 weeks, I have been in three different situations,
where we were almost run over by speeding motorists, going down the wrong way.
We must do something about this problem, before someone gets hurt.
Both my mother, who is 92 and my aunt who is in her 80's, are afraid to cross the
street, because of the traffic that goes down the wrong way, and always, always,
speeds so as not to get caught.
The hours when the infractions occur, are always early in the morning till about
11 am and the it starts again in the afternoon, when people return from their
obs

Dear Mr. Elbadrawi:
My name is Omar Meitin, and I am a homeowner at 2519 SW 27th Lane in Coconut
Grove. In the past few weeks S.W. 27th Lane as well as, S.W. 28th Street has been
the focal point for the City of Miami as to whether or not to provide a street
closure for both streets. It is my understanding that your firm has been hired to
perform a traffic impact study on both streets and provide the City of Miami
and/or Miami -Dade County with a report detailing your findings. I am sending you
this email to provide you with information that your studies cannot find and to
give you my recommendation as to what needs to be done in order to ease the
concerns of the homeowners who live down these two streets.
Toooften on a daily basis I, as well as many of my neighbors witness motorist
speeding and traveling the wrong -way down SW 27th Lane and SW 28th Street.
Because these drivers have chosen to ignore the "DO NOT ENTER " signs at the end
of the block they deliberately speed down the road in hopes of not getting caught
by the City of Miami Police or by the residents who live on these streets and who
have no qualms about stepping out into the street and voicing their disapproval
of this type of driving behavior. This type of driving behavior is not limited
only to the weekday commuters who use our streets to cut through or to avoid
traffic back-ups in the area, but also to individuals who live or work in the
neighborhood and who feel "entitled" to using 27th Lane and 28th Street as a
short cut. The same can be said about the weekends when those coming from the
restaurants, shops, and businesses cut through the wrong way- dangerously
speeding more often than not.
The excess speeding that occurs along these two blocks is not only limited to
motorist who drive the wrong way, but also to those who drive down the right way.
This excess speeding couldn't be more evident than on Friday afternoons as people
rush in to the Grove for happy hour, on Saturday nights when people are on there
way into the Grove for a night out on the town and whenever there is an event in
Coconut Grove (i.e. Coconut Grove Arts Festival, King Mango Strut Parade, The
Home Show, etc.), which always causes a disruption in the neighborhood. The
increase in traffic volume down 27th Lane and 28th Street is a direct result of
motorists attempting to avoid waiting in traffic along US 1 in order to get into
the Grove by way of S.W. 27th Avenue. Therefore, as an alternative, what many
motorists do is make a left-hand turn onto S.W. 24th Avenue and turn down 27th
Lane and 28th Street in order to reach S.W. 27 Avenue.

There is a growing concern among residents that the traffic problems we are
currently experiencing will only get worse. As it is, the area as a whole, which
encompasses 27th Ave, 28th Street, 27th Lane and 26th Avenue, is always
congested. With the addition of the new 60-unit condo -hotel complex (corner of
S.W. 28th Street and S.W. 26 Avenue) traffic will only get worse and spill over
onto 27th Lane and 28th Street once all units are occupied. As it is right now,
the intersection of S.W. 27th Lane and S.W. 26th Avenue is a safety problem, due
to the lack of sight distance for vehicles attempting to make a left hand turn
from 27th Lane onto 26 Avenue. The reason for this design deficiency is that the
City of Miami has installed curbside metered parking along 26 Avenue which
creates a problem for vehicles to safely maneuver through the intersection.
The make up of the residents who live along 27th Lane and 28th Street are
families with children and pets; retired senior citizens, and young couples. With
the traffic problems we are experiencing the quality of life and the safety and
well being of the residents who live along these two streets is being threatened.
There have been numerous occasions where residents have come close to being hit
by a car driving down the wrong way and dangerously speeding. On one occasion my
next -door neighbor who is 92 years old women came within feet of being struck by
a vehicle that going down the wrong way, if it hadn't been for a sanitation
worker yelling at her to watch -out she would have been struck and possibly
killed. Furthermore, because of the quick access to US1, from 27th Lane and 28th
Street, it provides an easy "get -away" route for any type of criminal activity,
all which is well documented with the City of Miami Police Department. This
criminal activity ranges from recurrent vehicle break-in, vehicle thefts, home
invasion, day -time robberies and shootings.
Therefore, based on all the information that I have provided, I would recommend
that both S.W. 27th Lane and S.W. 28th Street be closed off permanently with the
exception that the road closure for 27th Lane exclude the two businesses at the
end of the block. I truly believe that in closing both streets you are going to
provide a safer environment to all residents and a more enjoyable neighborhood
where residents can walk outside their homes and not be constantly concerned for
their safety and well being.
In closing I would like to thank you and the City of Miami for considering the
road closure of S.W. 27th Lane and S.W. 28th Street. I am certain that the safety
and well being of the residents of Coconut Grove is and continues to be a
priority to the City of Miami. Please feel free to contact me should you have any

perform this study and if possible, I would be interested in receiving a copy of
it once finished.
