A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED: "PORT SECURITY GRANT PROGRAM
("PSGP")-ROUND V," AND APPROPRIATING FUNDS CONSISTING OF A
GRANT AWARD, IN THE AMOUNT OF $742,270, FROM THE DEPARTMENT OF
JUSTICE, UNITED STATES DEPARTMENT OF HOMELAND SECURITY, UNDER
THE PSGP-ROUND V THROUGH MIAMI-DADE COUNTY, TO SUPPORT THE
MIAMI-DADE POLICE DEPARTMENT, THE CITY OF MIAMI DEPARTMENT OF
POLICE, AND THE PORT OF MIAMI RIVER GROUP.
WHEREAS, the Miami -Dade County ("County") Police Department and the City of Miami ("City")
Department of Police will provide 24 hour monitoring, patrolling, surveillance and security inspections
(above and below the waterline) through the Port of Miami and Port of Miami River; and
WHEREAS, the Department of Justice, the United States Department of Homeland Security, under
the Port Security Grant Program ("PSGP")-Round V has approved an award comprised of Project 1 in
the amount of $610,035 and Project 3 in the amount of $132,235, for a total amount of $742,270 to the
City Department of Police through the County Police Department; and
WHEREAS, the funds will be utilized for the purchase of two vessels, two Remotely Operated
Vehicles, two mobile access routers, two weather resistant laptops, two night vision goggles, one wells
cargo dive trailer, eight interspiro divator MK II, and eight dive dry suits; and
WHEREAS, no matching funds are required from the City as a condition of said grant; and
WHEREAS, any purchases would have to comply with applicable City Code purchasing
requirements;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORI DA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following Special Revenue Fund is established and resources are appropriated as
described herein:

Section 3. The Department of Police is authorized to expend monies from this Special Revenue
Fund for the operation of said program.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
