N.E. 11 Street between N.E. 1 Avenue and N.E. 2 Avenue has a zoned right-of-way width of 75 feet.
Proposed redevelopment in the downtown area has prompted the Public Works Department to undertake a
complete review to assess the necessity for continuing the reservation of the additional zoned width for this
street, with the following results and recommendation.
The original platted subdivisions that created N.E. 11 Street in the Park West area dedicated a right-of-way of
50 feet. The roadway was subsequently developed with pavement, curb and gutter and sidewalk conforming
to the 50 foot wide right-of-way.
In 1985 the City Commission, by Ordinance, established a zoned base building line width of 75 feet for this
roadway thereby reserving additional property in anticipation of future widening in accordance with the
Southeast Overtown/Park West Redevelopment Plan. An evaluation of current conditions west of Biscayne
Boulevard reveals the following:
1. The major transportation arteries in this portion of City are Biscayne Boulevard, 1-395 and 1-95.
N.E. 11 Street serves as local city streets.
2. There is already significant existing development to the east and west that would preclude this
street from ever reaching the specified 75 feet in the future as a standard typical section width
from Biscayne to 1-95. Even if they were widened the entire distance, there is no ramp
connection to 1-95 which would limit their effectiveness from a transportation system standpoint.
3. Requiring one block to be widened would be of limited benefit, with the possible exception of
allowing dedicated right or left turn lanes at an intersection.
4. The City already has a JPA in place with FDOT whereby 9'h, 10'h, and 1 Streets between N.E. 2
Avenue and Biscayne Boulevard will be reconstructed at their current typical sections.
5. The FDOT I-395 PD&E study and Port tunnel study which are both currently underway may
potentially have significant impacts to the surface street network in the future.
6. The City's streetcar project will provide premium transit access to the adjacent properties to
encourage the usage of transit in the urban City core.
The Public Works Department is recommending to the City of Miami Commission that the zoned base
building line width of N.E. 11 Street in the Park West area be reduced from 75 feet wide to the original
developed 50 foot wide right-of-way width to conform with current and future regulated development.
Nothing will physically change on these roadways if the Ordinance is adopted.

A public hearing has been scheduled for the February 9, 2006 Commission meeting to consider this roadway
width reduction. Please be prepared to present your comments concerning the reduction of the zoned street
width to the City Commission at this meeting.
