HomeMy WebLinkAboutPlanning AnalysisPLANNING DEPARTMENT ANALYSIS Case No. 2005-1072 VACATION AND CLOSURE OF A PUBLIC RIGHT OF WAY, BEING THE PORTION OF SW 2nd AVENUE SOUTH OF SW 17th ROAD AND SW 18th ROAD, WEST OF 1st AVENUE. Pursuant to Section 55-15 (c) of the Miarni City Code, the Planning and Zoning Department has reviewed the proposed public right-of-way vacation and closure to determine whether it is in the public interest, or whether the general public would benefit from the vacation of the right-of-way. The following findings have been made: • It is found that this application was presented to the Plat and Street Committee and the tentative Plat was approved 6 to 0 with condition (See attached analysis). • It is found that the vacation of the right of way is required to complete a residential developrnent project known as "One Plaza". • It is found that upon compliance with conditions set forth below, the proposed right of way vacation will comply with Section 55-15 (c) of the Miami City Code for public benefit . Based on these findings, the Planning Department recommends approval of the request subject to the following conditions: 1. The applicant shall comply with condition set forth in the Plat and Street Committee approval. 2. This approval is subject to applicant resubmitting new plans of above mentioned project, for review and approval by the Planning Director, which incorporates all recommendations noted in the Pre -Application Design Review Comments (See Attached). The City of :Miami strives to achieve diverse pedestrian -friendly distinct neighborhoods, promote transit connections, and provide contextual, safe, and comfortable buildings, blocks, streets, and parks that contribute to a prosperous city for all residents to enjoy. Submittal: • Provide a site survey indicating existing conditions, including streets and connections. Urban Design: • As the applicant is requesting a street closure and accordingly will be gaining a tremendous amount of square footage, it is essential that the project include a more explicit public contribution. Staff recommends talking to the Public Works Department and providing public improvements to the existing, city -owned portion of the Metrorail pedestrian pathway across the street, from SW 15th Road to SW 256 Road. Architecture: • Please provide material samples and precedent photographs of all facade treatment materials, including balcony railings, window treatment, and especially exposed garage facade treatment. Include material callouts on the elevation drawings. • It is essential that all exposed facades of the garage receive exceptional treatment, particularly the northeast facade which abuts an adjacent property. Continue the pattern and scale of window and balcony openings from the office space to the sides of the garage, while ensuring that both cars and garage lights are completely hidden from view. The committee encourages the use of a frosted glass material as a sheathing for the garage, so that lights, though visible, will not read as garage lights. Pedestrian Realm • Provide elevation drawing details, showing all of the building's elevations at the street level, at a scale no less than 1/8"=1', in order for the committee to review the building's impact on the pedestrian realm. • Articulate the pedestrian sidewalk to give dominance to the pedestrian realm over the vehicular areas. Achieve this by providing a sidewalk with a consistent pattern and height that continues across vehicular areas. Vehicles shall rise to the sidewalk level with ramping beginning at the outer edge of the curb, with the ramp slope being the maximum allowed by Public Works. Loading: • Confirm the loading dimensions and turning radius requirements with the Public Works Department in order to verify the feasibility of the proposed loading arrangement. Landscape: • Submit a landscape plan that specifies the species (common and botanical names), sizes (height x spread and/or container size) at time of planting, quantities, and proposed locations of all plant materials, existing and proposed. The landscape plan shall include planting details and planting specifications. It is our intention with these comments to aid in expediting Special Permit applications with your voluntary efforts in making the necessary changes; thereby, avoiding any preventable delays particularly prior to a project's submission to the Large Scale Development Committee or the Urban Development Review Board. Page lof2 • Provide a complete tree survey of existing conditions including species, diameter and spread including all trees in the right-of-way. Please refer to the City of Miami tree protection ordinance passed in January 2005 and indicate how tree mitigation will be achieved. Please note that the City calculates tree replacement by the "sum of inches" of tree trunk at breast height, while the county uses square footage of tree canopy. • Provide a continuous canopy of shade trees to provide comfort for pedestrians along all street frontages. These shade trees shall be aligned close to the edge of the curb in the public right of way (at no greater than 33' on center) to provide a buffer for pedestrians from vehicular traffic. The applicant shall obtain approval and a permit from the Public Works Department for the aforementioned landscaping improvements in the right of way. This greenspace and landscaping may not be included in the calculations for meeting greenspace zoning requirements. It is our intention with these comments to aid in expediting Special Permit applications with your voluntary. efforts in making the necessary changes; thereby, avoiding any preventable delays particularly prior to a project's submission to the Large Scale Development Committee or the Urban Development Review Board.
