Introduction
`'1550 - The Chelsea" is a proposed 0.73 acre residential / commercial development that
will be constructed along the west side of Biscayne Boulevard between NE 15th Terrace
and NE 16th Street within the limits of the City of Miami, Florida. "1550 - The Chelsea"
will consist of 365 condominium units, 80,000 square feet of office space, 5,000 square
feet of retail space, 5,000 square feet of restaurant space and a parking garage. The
proposed development will require the demolition of an existing three story commercial
building and two story parking garage (see attached reduced boundary survey in the
appendix).
I. Drainage
Existing Drainage: The existing site is surrounded by paved roads that are
maintained by the City of Miami Public Works Department and The Florida
Department of Transportation (F-DOT). The existing drainage system consists of
inlets and exfiltration trenches. The rim elevations of the existing inlets vary
depending on their location along the existing roads. The elevations along the
perimeter of the property as shown on the tentative plat vary between +3,40 and
+4.70 and relate to the National Geodetic Vertical Datum of 1929. The existing
development has a drainage system that collects stormwater generated on -site and
discharges it into the ground through exflitration trenches.
Proposed Drainage: The proposed site is planned to be drained by the use of both
exfiltration trenches and drainage wells. This drainage system will be sized to dispose
the 5-year storm event as required by Miami -Dade County's Department of
Environmental Resource Management (DERM). Additionally, the proposed design
will meet and exceed Florida Department of Transportation (F-DOT) requirements
for a site adjacent to their right-of-way. F-DOT requires zero overflows into their
right-of-way for the 100-Year 1-Hour storm event. We anticipate the use of 24"
diameter drainage wells and exfiltration trenches to dispose of the stormwater
generated on -site. The on -site stormwater will be prevented from flowing onto public
roads by the placement of a perimeter berm.
II. Water Distribution
Existing Water Mains: Miami -Dade Water & Sewer Department (WASD) owns and
operates the following water mains in the vicinity of the project (see attached Water
Atlas in the appendix).

Proposed Water Mains: Based on the above, we anticipate that new 12" water
mains be required by WASD. These proposed mains will connect to the existing 18"
water main located in Biscayne Boulevard and run west along NE 15th Terrace and
NE 16th Street to the western limits of the property (approximately 230 feet).
Water Demand: The proposed project is expected to generate an average daily water
demand of 83,750 gallons per day (GPD) per Miami -Dade Water & Sewer
Department standard flows for residential and commercial developments. The flow
calculations are as follows:
365 condominium units @ 200 GDP/Unit = 73,000 GPD
80,000 square feet of office space 10 GPD/100 SF = 8,000 GPD
5,000 square feet of retail space @ 5 GPD/100 SF = 250 GPD
5,000 square feet of restaurant space @ 50 GPD/Seat for 50 seats = 2,500 GPD
(the flow for the restaurant is based on 1 seat per 100 SF)
III. Sanitary Sewer Collection System
Existing Sanitary Sewer Mains: Miami -Dade Water & Sewer Department (WASD)
owns and operates the following sanitary sewer mains in the vicinity of the project
(See attached Sewer Atlas in the appendix)

Proposed Sanitary Sewer Mains: Based on the above, we do not anticipate the
construction of any off -site mains. The proposed development can connect to either
of the existing 8" gravity mains located NE 15th Terrace, NE 16th Street or Biscayne
Boulevard with a 6" service line. Please note that the building's sewer service lines
exiting the building will require that they be no larger than 6" due the fact that Miami
Dade Water & Sewer does not permit an 8" service connection to an 8" gravity main.
The site can also connect to the existing gravity sewer manhole located in Biscayne
Boulevard and south of NE 16th Street. As of the date (9/30/05) of this study the
downstream pump station has sufficient capacity to serve this site. A sewer allocation
issued by DERM will be required to allow the construction of this project.
Sanitary Sewer Load: The proposed project is expected to generate an average daily
sewer Load of 83,750 gallons per day (GPD) per Miami -Dade Water & Sewer

IV. Solid Waste Generation
The Solid Waste that will be generated by this development was calculated as
follows:
1. office/retail: 3,700 lbs/day (4 lbs per 100 SF per day)
2. condominium: 5,800 lbs/day (6 lbs per day per capita)
The solid waste that will be generated by this project will be collected in standard
on -site containers. Pick-up service will be provided by either a private garbage
collection company or by the City of Miami Solid Waste Department.
V. Gas
We do not anticipate a need for natural gas at the referenced project. TECO Peoples
Gas Company has an existing 4" gas main located in NE 16th Street.
VI. Electrical
Florida Power & Light has existing facilities to the site which overhead. The
available service is 120/208 Volt, 3 Phase. 240/480 Volt 3 Phase is also available
should the development require it. The project will be served from pole or pad
mounted transformers or an FPL vault located on the ground floor of the proposed
building.
