The following comments were generated following the UDRB meeting on October 19, 2005 representing the Planning
Department and UDRB member's conditions for Major Use Special Permit approval. The City of Miami strives to
achieve diverse pedestrian -friendly distinct neighborhoods, promote transit connections, and provide contextual, safe,
and comfortable buildings, blocks, streets, and parks that contribute to a prosperous city for all residents to enjoy.

COMMENTS:
Comments are specified in an effort to develop projects to their highest potential and contribute to improving the
quality of our built environment through sound architecture, planning and urban design principles.
Zoning Clarification
• The proposed building is within the C-2 zone which provides a 120-ft. building height. Contact the Zoning
Department to confirm the project's height requirements and compliance with ordinance number 907.3.2.
Pedestrian Realm
• In order to create a pedestrian -friendly character onsite, please implement the following:
- The pedestrian sidewalk realm shall remain at a consistent height throughout and sidewalk materials shall be
continued across any vehicular entrances. Vehicles shall rise to the sidewalk level with ramping beginning at
the outer edge of the curb, with the ramp slope being the maximum allowed by Public Works.
- Please specify whether the proposed tree plantings around the perimeter are within tree wells, tree planter
strips or a landscape strip.
o Staff suggestions: Bird Road is the primary street and should be the most urban with trees planted in
tree wells in the public right-of-way. SW 37th and 38th Avenues are secondary connectors and may
utilize tree planters (two trees within a landscape area, separated by sidewalk connectors to parallel
parking). Peacock Avenue seems appropriate as proposed, planting within a landscape strip with grass.
- The public plaza on the NE corner is a great amenity. Please accentuate by removing the last shade tree
shown on Bird and 37th, adding palms within the plaza and creating a different paver pattern extending off
the building lines to the street right-of-way. Include a plaza landscape plan, identify any plaza features -
fountain or street furniture.
Garage/Loading
• Confirm the loading dimensions and turning radius requirements with the Public Works Department in order
to verify the feasibility of the proposed loading arrangement.
• The exposed sections of the garage should be covered with landscape planters in front of the grill screen.
• Please provide a sample of the "grill" proposed to cover the garage openings.
• Please look at adding some detailing to the ground level interior wall (recessing from the street edge to the
garage entrances) visible as a blank wall for pedestrians. (ideas may include- color facade, scored stucco, tile or
other material change, wall fountain, climbing vines, etc.)
It is our intention with these comments to aid in expediting Special Permit applications with your
voluntary efforts in making the necessary changes; thereby, avoiding any preventable delays particularly
prior to a project's submission to the Large Scale Development Committee or the Urban Development
Review Board.
