Background of Item: The Florida Department of Law Enforcement ("FDLE") has available funds from a federal award, the Edward Byrne Memorial Justice Assistance Grant Program, and decided to financial assist the City of Miami Police Department ("MPD") to combat crimes against children in providing reimbursable funding for overtime and fringe benefits. The City was awarded grant, in the amount of $61,029.00 ("Grant") on a reimbursement basis, for overtime and fringe benefits associated with work performed by sworn personnel working the Crimes Against Children Initiative. There is an alarming growth of cybercrime against children in conjunction with advance technology that resulted in a backlog of tips. MPD intends to use the grant funds to tackle the backlog of cyber tips received to investigate and reduce the vulnerability of children exposed to these crimes. The covering period for this grant award is from January 1, 2024, through September 30, 2024. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: Crimes Against Children Initiative RESOURCES: Florida Department of Law Enforcement APPROPRIATIONS: Crimes Against Children Initiative $61,029.00 $61,029.00 Section 3. The City Manager is authorized' to execute a Grant agreement with FDLE, in substantially the attached form, to accept the Grant, with no City match funds required, and appropriating the Grant funds to MPD for overtime and fringe benefits for sworn personnel working the Crimes Against Children Initiative. Section 4. The City Manager is further authorized' to designate the Chief of Police or other designee to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, to implement the acceptance and administration of the funds and compliance with requirement of the award agreement. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ge . If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
