SUBJECT: A Resolution of
the Miami City Commission
authorizing relaxation of City
Code Section 19-7 paragraph
(c) (2) allowing the discharge
of fireworks at 12 midnight on
March 18, 2006, at
Bicentennial Park for the
Global Gathering event.
It is respectfully recommended that the Miami City Commission authorize the relaxation of the
restriction contained in City Code Section 19-7 paragraph (c) (2) and allowing the discharge of
fireworks at 12 midnight, Saturday, March 18, 2006, at Bicentennial Park for the Global Gathering
event, for a period not to exceed 15 minutes, pursuant to the terms set in City Code Section 19-7
paragraph (c) (4).
BACKGROUND
The Bayfront Park Management Trust (Trust) was created by the Miami City Commission to direct,
operate, manage and maintain all aspects of Bayfront and Bicentennial Parks with the goal of ensuring
maximum community involvement. To that end, the Global Gathering event is occuring at
Bicentennial Park on Saturday March 18, 2006, and would like to end the event at 12 midnight with a
fireworks display, not to exceed 15 minutes in length. City Code Section 19-7 paragraph (c) (2)
states that permits for pyrotechnic displays shall not be for displays to take place between the hours of
11:00 p.m. and 9:00 a.m. on Fridays and Saturdays: However, City Code Section 19-7 paragraph (c)
(4) states that the City Commission may relax the restrictions contained in this Section 19-7
paragraph (c) (2) or declare them inapplicable on special occasions by resolution. The event
promoter respectfully requests the consideration of relaxing this code.

RELAXING THE RESTRICTION CONTAINED iN SECTION 19-7
PARAGRAPH (C) (2) OF THE CiTY CODE AND ALLOWING THE
DISCHARGE OF FIREWOWRKS AT 12 MIDNIGHT, SATURDAY,
MARCH 18, 2006, AT BICENTENNIAL PARK FOR THE GLOBAL
GATHERING EVENT, FOR A PERIOD NOT TO EXCEED FIFTEEN
MINUTES, PURSUANT TO THE TERMS SET IN CITY CODE SECTION
19-7 PARAGRAPH (C) (4).
WHEREAS, the Bayfront Park Management Trust (Trust) was created by the Miami City
Commission to direct, operate, manage and maintain all aspects of Bayfront and Bicentennial
Parks with the goal of ensuring maximum community involvement in a safe environment ; and,
WHEREAS, the Trust is hosting the Global Gathering event at Bicentennial Park on Saturday,
March 18, 2006; and,
WHEREAS, the event promoters would like to end their event with a fireworks display at 12
midnight, in a time length not to exceed 15 minutes; and,
WHEREAS, City Code Section 19-7 paragraph (C) (2) states that permits for pyrotechnic
displays shall not be for displays to take place between the hours of 11:00 p.m. and 9:00 a.m.
on Fridays, and Saturdays: and,
WHEREAS, City Code Section 19-7 paragraph (C) (4) states that the City Commission may
relax the restrictions contained paragraph (C) (2) of this section or declare then inapplicable on
special occasions by resolution.
WHEREAS, the event promoter respectfully requests the City Commission approve this
request;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMi, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission authorizes relaxing the restriction contained
in City Code Section 19-7 paragraph (c) (2) allowing the discharge of fireworks at 12 midnight
at Bicentennial Park on Saturday, March 18, 2006, for the Global Gathering event for a period
not to exceed 15 minutes pursuant to City Code Section 19-7 paragraph (c) (4).
Section 3. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor.{1 }

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten
calendar days from the date it was passed and adopted_ If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
