Authorizing an Agreement
with Arts for
Learning/Miami Inc.
of March 9, 2006
The Department of Parks and Recreation respectfully requests your approval and action
of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public
hearing, ratifying, approving and confirming the City Manager's recommendation and
finding that competitive negotiation methods are not practicable or advantageous
regarding the agreement for educational and park services and activities described below.
The Department respectfully requests such recommendation, finding and authorization in
order to proceed with executing an agreement with Arts for Learning/Miami, Inc, a
Florida not -for -profit corporation, to award funds in the amount of $44,738 with an
option to renew for two one-year periods for the provision of visual/ performing art
instruction, art teacher management and training, and other like activities to be provided
at five of the City's parks, African Square, Duarte, Jose Marti, Shenandoah, and Williams
in conjunction with a grant from the Children's Trust called the Out -of -School "Heart of
Our Parks" grant.
All Arts for Learning/Miami, Inc. classes will be taught thematically in order to help the
students practice their communication skills, improve their visual literacy as well as
develop their cognitive and physical functioning. Arts for Learning/Miami, Inc. is the
sole and best provider of said services.
Since it's inception in 2000, Arts for Learning/ Miami, Inc. has grown to serve the artistic
needs of 12,000 students a year in Miami -Dade through work with 35 public schools, 47
after -school programs, and 35 early childhood centers. Arts for Learning currently works
with 85 professional teaching artists and 300 teachers (Pre-K through 8th grade)
throughout the county. Over 90% of participating teachers reported improved student
engagement as a result of Arts for Learning's involvement with their schools. The
Children's Trust awarded this grant with the approval and expected participation of Arts
for Learning/Miami, Inc.
For the reasons stated above, as required by Section 18-86(a)(3)(c) of the Code of the
City of Miami, the Department of Parks and Recreation (1) recommends the execution of
an agreement with Arts for Learning/Miami for a contract period beginning August 1st,
2005 through May 31 st 2006, with an option to renew for two additional one-year periods,
and (2) finds that competitive negotiated methods are not practicable or advantageous for
the provision of said services to the City.
