Background Information: The Joint Participation Agreement ("JPA") dated December 12, 2003, between the City, Downtown Development District and Department for the Flagler Street Improvements Project ("Project') stipulated that the Department initiate the process of transferring jurisdiction of the above -mentioned street segment. The JPA also stipulated that prior to the completion date of this Project; the Department shall enter into a Roadway Transfer Agreement in accordance with Chapter 335.0415, Florida Statutes. The City shall assume the perpetual maintenance of SR 968 consisting of Flagler Street, SW/SE 1st Street and NW/NE 1st Street prior to the completion of the Project.
