A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED: "BUFFER ZONE PROTECTION
PROGRAM GRANT" AND APPROPRIATING FUNDS, IN THE AMOUNT OF
$134,400, CONSISTING OF A GRANT FROM THE DEPARTMENT OF
HOMELAND SECURITY, OFFICE OF DOMESTIC PREPAREDNESS TO THE
STATE OF FLORIDA DEPARTMENT OF LAW ENFORCEMENT; AUTHORIZING
THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE TO EXECUTE
THE NECESSARY DOCUMENTS, TO IMPLEMENT ACCEPTANCE OF SAID
GRANT.
WHEREAS, the Department of Police has a need for equipment to be used at soft target locations
to support the implementation of Florida's Homeland Security Strategy; and
WHEREAS, the Buffer Zone Protection Program through the Department of Homeland Security,
Office of Domestic Preparedness to the State of Florida Department of Law Enforcement, has
allocated funding in the amount of $134,400; and
WHEREAS, no matching funds are required from the City of Miami ("City") as a condition of said
grant; and
WHEREAS, any purchases would have to comply with applicable City Code purchasing
requirements;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLOR1 DA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Fund is established and resources are appropriated
as described herein:
FUND TITLE: Buffer Zone Protection Program Grant
RESOURCES: Department of Homeland Security, $134,400
Office of Domestic Preparedness
APPROPRIATION: Necessary expenses to support the $134,400
implementation of Florida's Homeland
Security Strategy
Section 3. The City Manager is authorized to designate the Chief of Police to execute the

necessary documents to implement acceptance of said grant.
Section 4. The Department of Police is authorized to expend monies from this Special Revenue
Fund for the operation of said Program.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
