A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT FEDERAL EMERGENCY MANAGEMENT AGENCY
("FEMA") GRANT FUNDS, THROUGH THE STATE OF FLORIDA, DEPARTMENT
OF COMMUNITY AFFAIRS, FOR REIMBURSEMENT OF EMERGENCY RELIEF
EXPENSES INCURRED BY THE CITY OF MIAMI DURING AND IN THE
AFTERMATH OF HURRICANES KATRINA, WILMAAND EM TROPICAL STORM
RITA; FURTHER AUTHORIZING THE CITY MANAGER TO SUBMIT RELATED
CLAIMS TO FEMAAND TO ACCEPT PAYMENTS FOR SAME, SUBJECT TO THE
TERMS AND CONDITIONS AS STATED HEREIN.
WHEREAS, in the course of the 2005 hurricane season, Hurricanes Katrina, Wilma and EM
Tropical Storm Rita produced disastrous conditions which had a devastating impact upon the State of
Florida; and
WHEREAS, said conditions resulted in the declaration of three State of Emergencies by the
Florida Governor; and
WHEREAS, the President of the United States concurred and declared three emergencies
(FEMA-1602-DR-FL, FEMA-DR-1609-FL and FEMA-3259-EM-FL) for the following counties: Bay,
Brevard, Broward, Charlotte, Collier, Desoto, Escambia, Glades, Gulf, Hardee, Hendry, Highland,
Indian River, Lee, Martin, Miami -Dade, Monroe, Okaloosa, Okeechobee, Osceola, Palm Beach, Polk,
Santa Rosa, Sarasota, St. Lucie, and Walton; and
WHEREAS, the Federal Emergency Management Agency ("FEMA") has made federal funds
available for disaster relief activities in said Counties pursuant to FEMA-1602-DR-FL,
FEMA-DR-1609-FL and FEMA-3259-EM-FL; and
WHEREAS, the City Manager recommends adoption of this Resolution which will allow the City of
Miami ("City") to accept grant funds from FEMA, through the State of Florida, as reimbursement for
eligible costs incurred by the City for disaster relief activities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to accept FEMA grant funds, through the State of
Florida, Department of Community Affairs, for reimbursement of emergency relief expenses incurred
by the City during and in the aftermath of Hurricanes Katrina, Wilma and EM Tropical Storm Rita.
Section 3. The City Manager is further authorized to submit related claims to FEMA and to accept

payments for same, subject to the terms and conditions of the Disaster Relief Agreement.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor {1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
