River Drive Miami, Fl. 32142 FAX 305-633-3391 Dear Dick; You called to inquire about my knowledge of the history of the property adjacent to and to the west of the property I owned, the old Florida Yacht Basin property on NW 24th and 25th Avenue and the Miami River. In my view any proposed residential use would be totally incompatible and in conflict with the existing marine industrial use and zoning of Florida Yacht l3asin which has been in continuous operation as a boat yard for 50 years or more. Florida Yacht has historically been licensed and used for repair and storage and related marine operations of yachts' and commercial vessels. Because of the shortage of marine related water front properties in Miami, the subject proms y to my knowledge was used by various marine operations for docking and y< operations. -For example, I recall that Flarida Marine Construction used the property as a s aging area and to store dredging equipment, barges, material for operations and to make marine repairs, from at least the early 1980s and on and off for the next 10 to 13 years. I was a member of the Governor's Blue Ribbon Marina Siting - Committee under Governor Bob Graham_ The policy guidelines set forth by that committee included Blue Belting, which included designating and protecting water -dependant marine industrial uses and a preference for the use of disturbed and existing marine related uses To undisturbed and upland uses. Upland uses were not considered water -de ndant. Policy guidelines discouraged non water epen ant uses. Apartments, co os and tt -e were riot considered water dependent and to the contrary were considered a ma or _threat to preservation o the Miami River as a working river. I was founder and first Chairman of the Miami River Revival and Co -Chair of the Miami River Coordinating Committee. Thompson City tern June 3. 2002 Page Two preservation of existing marine businesses and the encouragement of marine and water dependant uses of the river2, My recollection is that our recommendations included enactment of )and use legislation discouraging siting residential development on waterfront land adjacent to existing marine industrial uses. The Miami River was described in those committees and is today a working River, and the River and its proposed uses, as a matter not only of adherence to state policy guidelines, but as good public policy, ought to be protected as such.
