Project Location and Size; The project is located along the south side of the Miami River in the City of Miami; bounded on the west by portions of N.W. 24th Avenue, N.W. 16th Street Road and privately held property; bounded on the south by portions of N.W. 15th Street and N.W. 23rd Avenue; and, bounded are the east by privately held property. The site has a total area of 411,101 square feet, or 9.44 acres, of which is 266,039 square feet, or 6.11 acres, is upland; and, 145,062 square feet, or 3.33 acres, is submerged land. The site has approximately 155 feet of frontage along N.W. 16th Street Road; approximately 322 feet of frontage along N.W. 24th Avenue; and, approximately 490 feet of frontage along N.W. 15th Street. The land on which the project is proposed consists of two (2) parcels of lands. Legal descriptions of these two parcels are provided in Attachment A. The site is currently occupied by an abandoned boatyard operation, including various buildings; at -grade parking; docks and piers; and, open space. B. The proposed project build -out will be as follows: Residential: Net Lot Area Gross Lot Area 698 units 266,039 s.f., or 6.11 acres 411,101 s.f., or 9.44 acres Construction will consist of three (3) residential towers of 16, 20 and 24 floors containing 600 condominium units; three (3) 5-story residential complexes containing 78 flats; and, four (4) residential buildings containing 20 2-story townhouses. MAR-07-2005 14:09 MERCO GROUP INC 3057795365 P.04 2. Drainage A. Drainage Area Upon. development, approximately 72% of the site will be impervious and approximately 28% of the site will be pervious. Stormwater runoff will consist of rainfall from the building roofs, driveways, walkways, pool and deck areas, landscape areas and one-third of the vertical building surfaces. The coefficient of runoff is calculated as follows: 72.0% (impervious) X 0.90 = 0.65 f 28.0% (pervious) x 0.20 = 0.06 Overall coefficient _ 0.71 B. Existing Storm Drainage System: Runoff from the site is currently directed to a number of catch basins located throughout the existing parking and open areas.from which the runoff is directed to underground seepage trench/exfiltration trenches and/or allowed to freely discharge into the adjacent Miami River. C. Proposed Storm Drainage System: The storm drainage system to serve this project will be designed to direct the 5-year 1-day storm event to on -site retention/exfiltration systems and to contain the 25-year 3- day storm event on -site, as required to comply with the applicable requirements of the Miami --Dade County Department of Environmental Resources Management (DERM) . While exfil.tration trenches will be reviewed for feasibility at this location, it is anticipated that the stormwater disposal system will include seven (7) 24" drainage wells. See supporting calculations in Table 1. Runoff will be collected through a system of catch basins and conveyed by pipes to the well locations. Overflow discharges will be directed to the Miami River, as approved by DERM. Runoff from driving surfaces such as driveways and parking areas will be diverted through baffled pollution control structures which will capture the oils and greases prior to flowing into the wells. -2- MAR-07-2005 14:09 NERCO GROUP INC 3057795365 P.05 Table 1 Preliminary Drainage Calculations 1. Water Distribution The project is located in the water service area of the Miami - Dade water and Sewer Department (WASD). Existing water mains in adjacent streets are 4-inch, 6-inch and 8-inch, all unable to provide the required domestic and fire flow required for this project. As such, it is anticipated that WASD will require both off -site and on -site water system improvements to provide water service and fire protection to this project. The water and fire service connections to the various components of this project will be made from those new water main improvements. The connections will consist of domestic water services, fire line services and cooling tower/ irrigation water service, as applicable. No on -site water wells are planned for this project. The calculations for anticipated water usage required for this project are shown below, in Table 2. Sanitary Sewer The project is located in the sewer service area of the Miami - Dade Water and Sewer Department (WASD). WASD currently has 8- inch and 10-inch gravity sewer mains located in the adjacent streets which appear to have adequate capacity to serve this project. It is anticipated that new gravity sewer mains will need to be extended into the site to serve this project. It is further anticipated that a new pump station will not be required to serve the project. Anticipated sewage flow calculations are shown below, in Table 3. Solid Waste Generation Solid waste generated by this project will be collected in standardized on --site containers for refuse and recyclable waste. Regular service will be provided by either private hauling companies and/or the City of Miami Solid Waste Department. Both will transport the waste to Miami --Dade County's Disposal or Recycling facilities. The projected daily volumes of solid waste generation are shown below, in Table 4, Table 4 Solid Waste Generation Residential Units: Solid Waste • 698 units x 1.42 tons/unit/year - 992 tons/year - 2.72 tons/day - 5,440 lbs/day The project is located in the water and sewer service area of the Miami Dade Water and Sewer Department (WASD).
