RECOMMENDATION;
It is respectfully recommended that the City Commission adopt the attached Resolution with
attachments, approving the City of Miami Consolidated Plan for 2004-09 and the Annual Action
plan for FY 2004-05 with funding recommendations for the Community Development Block
Grant (CDBG); HOME Investment Partnerships (HOME); Emergency Shelter Grant (ESG) and
Housing Opportunities for Persons with AIDS (HOPWA) as approved by the City Commission;
and authorizing the City Manager to submit the City of Miami Cons lidated Plan for 2004-09
and the Annual Action plan for FY 2004-05, and to execute the neces ry agreements, in a form
acceptable to the City Attorney, subject to the applicable City Code pro ' ions.
BACKGROUND;
The goals of the Consolidated Plan are to provide decent housing, develop suitable living
environment and expand economic opportunities. It assesses the City's housing needs, barriers
to affordable housing and community development needs, identifies resources to address these
needs. and establishes the structure to implement the plan. The Consolidated Plan process
combines the planning and application aspects of the CDBG, HOME, ESG and HOPWA
formula programs into a single application for funds. Funds for the IIOPWA program are
awarded by HUD to the City of Miami for implementation throughout Miami Dade County.
It is recommended that the City Commission adopt the attached Resolution with attachments,
approving the City of Miami Consolidated Plan for 2004-09 and the Annual Action plan for FY
2004-05 with funding recommendations for the CDBG, HOME, ESG and HOPWA as approved
by the City Commission; and authorizing the City Manager to submit the City of Miami
Consolidated Plan for 2004-09 and the Annual Action plan for FY 2004-05, and to execute the
necessary agreements, in a farm acceptable to the City Attorney, subject to the applicable City
Code provisions.
The proposed Resolution does not have a budgetary impact on the General Fund.
