B-72910, ARE, IN RANK ORDER; (1) SPILLIS CANDELA DMJM, AND (2) ZYSCOVICH, INC; AUTHORIZING THE CITY MANAGER TO NEGOTIATE A PROFESSIONAL SERVICES AGREEMENT ("AGREEMENT") WITH SPILLIS CANDELA DMJM, THE TOP -RANKED FIRM; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH THE SECOND -RANKED FIRM IN THE EVENT NEGOTIATIONS FAIL WITH THE TOP -RANKED FIRM; DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE CITY COMMISSION FOR CONSIDERATION AND APPROVAL. WHEREAS, the City of Miami's ("City's") Capital Improvement Program and Multi -Year Plan includes tho design and construction of an international police training facility, the College of Policing, Project No. B-72910; and WHEREAS, the City conducted a competitive selection process, and issued a Request for Qualifications ("RFQ") No. 04-05-112, in accordance with Florida Statute's Consultants' Competitive Negotiation Act and the Code of the City of Miami, Florida, as amended, to mount a qualified outside consultant for the design of said project; and WHEREAS, seven (7) proposals were received in response to Stage 1 of the RFQ to develop a short list of three (3) firms based on professional qualifications; and WHEREAS, proposals were received from the two of the three firms for Stage 2 of the RFQ to select the most qualified firm based on qualification, knowledge of the project issues and technical approach and said ranking was approved by the City Manager, and WHEREAS, the two (2) proposals were reviewed and ranked by the Evaluation Committee; and WHEREAS, with the City Commission's authorization the Department of Capital Improvements and Transportation ("Department") shalt negotiate a Professional Services Agreement ("Agreement") with the highest ranked firm; and WHEREAS, should negotiations fail with the highest ranked firm, the Department will negotiate an Agreement with the second -ranked firm until an Agreement is reached; and City of Miami Page 1 Printed on 1/30/2006 APPROVED AS TO FORM AND CORRECTNESS: JORGE L.
