SUBJECT: A Resolution
of the Miami City
Commission ratifying,
approving and confirming the
Bayfront Park Management
Trust's Executive Director's
finding of an emergency for
the repair of the north and
south end docks at Bayfront
Park.
It is respectfully recommended that the Miami City Commission adopt the attached Resolution
ratifying, approving and confirming the Bayfront Park Management Trust's Executive Director's
finding of an emergency, waiving the requirements for competitive sealed bids and approving repair
of the north and south end docks at Bayfront Park in an amount not to exceed $59,714.92, payable to
Marin & Marin Construction, Inc. Funding is available from the 2005-06 Bayfront Park
Management Trust Capital Improvement Budget.
BACKGROUND
The Bayfront Park Management Trust was created by the Miami City Commission to direct, operate,
manage and maintain all aspects of Bayfront Park with the goal of ensuring maximum community
involvement in a safe environment. To that end, the Bayfront Park north end dock is an integral
component in fulfilling that mission. As a result of exposure to the inclement weather, in particular
Hurricane Wilma, the north and south end docks were in a state of disrepair that required immediate
action to ensure public safety. Trust staff contacted six companies to provide a repair service quote,
to which two companies responded, supporting documents attached. Marin & Marin Construction,
Inc., provided the lowest quote. The Trust at its board meeting of November 7, 2005, approved the
Executive Director's finding of an emergency and authorized the repair of the north and south end
docks through Resolution No. 05-063, in an amount not to exceed $59,714.92, payable to Marin &
Marin Construction, Inc. Funds are allocated in the 2005-06 BPMT Capital Improvement Budget.
