Subject: Interoperability Agreement between Palm Beach County; and Kenneth Jenne, Sheriff of
Broward County; the City of Miami; and Richard Roth, Sheriff of Monroe County
Purpose of Item:
A Resolution of the Miami City Commission, authorizing the City Manager to execute a Interoperability
Agreement, in substantially the attached form, between Palm Beach County; and Kenneth C. Jenne II, Sheriff
of Broward County; the City of Miami, and Richard D. Roth, Sheriff of Monroe County for the purpose of
providing mutual assistance and planning and/or executing on -scene operations. This agreement will set forth
parameters that will allow all parties to access features of the 800MHz trunk radio system and, therefore,
provide interoperability capabilities among these public safety agencies. By entering into this interlocal
agreement the city will be able to also participate in the operational decisions relating to the use of the
Common Talk Groups.
Background Information:
On many occasions, the need arises for governmental agencies to work together for many reasons and transmit
information while out in the field. The ability of emergency service workers to communicate is essential and
has been for years because in the past agencies lacked the technology to do so. Currently, law enforcement
agencies are resolving this problem by obtaining modem communications systems that will have the
capabilities to communicate with one another during operational emergencies. Interoperability refers to the
ability of public safety agencies to talk across jurisdictions via radio communications networks for the purpose
of exchanging voice andlor data with one another on demand, in real time and when needed. This interlocal
agreement is part of a continuing effort to increase the coordination of inter -agency radio system
interoperability between agencies, which is crucial to the mutual aid assistance, especially during emergency
mobilizations.
