A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, BETWEEN PALM BEACH COUNTY, A
POLITICAL SUBDIVISION OF THE STATE OF FLORIDA, KENNETH C. JENNE, II,
SHERIFF OF BROWARD COUNTY, AS A STATE CONSTITUTIONAL OFFICER,
THE CITY OF MIAMI, A MUNICIPAL CORPORATION AND RICHARD D. ROTH,
SHERIFF OF MONROE COUNTY, AS A STATE CONSTITUTIONAL OFFICER, TO
ESTABLISH AND SET PARAMETERS UNDER WHICH ALL PARTIES WILL
PROVIDE INTEROPERABILITY COMMUNICATION ACCESS AMONG THESE
PUBLIC SAFETY AND GENERAL GOVERNMENT AGENCIES, TO ACCESS THE
FEATURE OF THE 800 MHZ TRUNKED RADIO SYSTEM, FOR THE PURPOSE
OF PROVIDING MUTUAL ASSISTANCE, PLANNING AND EXECUTING
ON -SCENE OPERATIONS, AND IDENTIFYING THE CONDITIONS OF USE OF
THE PARTIES TO PARTICIPATE IN THE OPERATIONAL DECISIONS RELATING
TO THE USE OF THE COMMON TALK GROUPS, AS STATED HEREIN.
WHEREAS, the City of Miami ("City") is continually identifying more effective service delivery
methods which result in the overall savings to the taxpayers; and
WHEREAS, the City authorizes the City Manager to execute an Agreement, in substantially the
attached form, between Palm Beach County ("County"), Kenneth C. Jenne, II, Sheriff of Broward
County ("Sheriff'), the City and Richard D. Roth, Sheriff of Monroe County ("Monroe"), to provide
interoperability communications among public safety and general government agencies, for the
purpose of providing mutual assistance, planning and executing on -scene operations critical to
effective and efficient operations; and
WHEREAS, the Agreement sets forth the parameters under which all parties will provide accessing
features of the radio system and provides interoperability among these public safety agencies and
Common Talk Groups;
NOW, THEREFORE BE IT RESOLVED, BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is hereby authorized{1} to execute an Agreement, in substantially the
attached form, between the County, the Sheriff, the City and Monroe, to establish and set parameters
under which all parties will provide interoperability communication access among these public safety
and general government agencies, to access the feature of the 800 MHZ trunked radio system, for the
purpose of providing mutual assistance, planning and executing on -scene operations, and identifying
the conditions of use of the parties to participate in the operational decisions relating to the use of the
common talk groups, as outlined in the Florida Emergency Telephone Act, Section 365.71, Florida
Statutes, and the Wireless Emergency Communications Act, Section 365.172, Florida Statutes.
Section 2. This Resolution shall become effective immediately upon its adoption and signature of

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
