The MRC's motion to find the proposal consistent with the Miami River Corridor Urban Infall Plan failed by a tie vote of 5-5. A - MRC Chairperson Report MRC Chairperson Irela I3ague asked to entertain a motion on the MRC's February 7, 2005 and March 7, 2005 meeting minutes. MRC Vice Chairman Phil Everingharn made a motion to approve the MRC's February 7, 2005 and March 7, 2005 meeting minutes; the motion was seconded by Dr. Ernie Martin, and passed unanimously. Chairperson Bague reported that the Ninth Annual Miami Riverday festival was held on March 19, 2005 in Jose Marti Park. Bague stated in terms of attendance, participation, sponsorship and weather, it was the best Miami Riverday festival ever. Bague noted there was a sponsor appreciation ceremony during Riverday, yet some of the sponsors present at the MRC meeting were to busy during the festival to receive their plaque of recognition, therefore Bague presented plaque's to the following sponsors, the South Florida Water Management District (SFWMD), represented by Evan Skornick, the Miami River Marine Group, represented by Charles Morton, and P & L Towing, represented by Capt. Beau Payne. Chairperson Bague stated the SFWMD and MRC have launched the "Miami River...Works for Met" public awareness campaign, with button distribution and taping a variety of Riverday attendees repeating the slogan in various languages. At Miami Riverday one thousand contact cards were submitted, and MRC staff has already created a database with the new names. Chairperson Bague reported since the MRC was created in 1998, the University of Miami (UM) bas rented the MRC an office space at the small Rosenstiel School campus. Due to growing UM staff at the Rosenstiel School, UM required the MRC to shift locations within the campus three times since then, and is now forced to riot renew the MRC's annual lease, which will expire on June 30.2005. On behalf of the MRC, Bague thanked UM for their yes of hospitality and generosity in the use of their conference rooms, and noted it was a wonderful facility for the MRC to start off in, Bague stated MRC staff has been directed to seek office, space options, and report them to the April 21, 2005 Executive Committee meeting. Anyone is welcome to submit any MRC office suggestions to I` IRC staff. II. Presentation of "Coastal on the River", 2215 NW 14 Street Ms. Lucia Dougherty, Greenberg Traurig, presented "Coastal on the River" a proposed residential development on the south shore of the Miami; River, immediately west of the 22nd Ave Bridge. Dougherty stated the site currently has an electronics store in the one existing office building, and the remainder of the property doesn't have anything in it, nor waterfront use. Dougherty stated immediately west of the site is the Florida Detroit Diesel business, and when - she visited the facility on Saturday, April 2, 2005, there were no boats in the slips, no, motors, and 50 metro buses being repaired. Dougherty stated to the west of Florida Detroit Diesel is a site with several empty covered water slips, and to the west of it, a residential protect called "River Run South" is under construction. Dougherty stated one of the two existing water slips on the property would be filled to accommodate the proposed residential development, Dougherty stated the proposed project has been modified since the MRC Urban Infill Working Group's March 17, 2005 meeting, to comply with the recommended 20-foot wide publicly accessible Miami River Greenway Riverwalk, consisting of a 16-foot wide unobstructed pedestrian path and a four -foot passive zone with landscaping. Commissioner Barreiro asked how the proposed development treated the waterfront, and Ms. Dougherty replied it featured a twenty -feet wide publicly accessible riverwaik, Dr. Martin, chair of the MRC Greenways subcommittee, stated since the property has had marinefor thestrial Miar t uses and is zoned marine industrial, the Miami River Greenway Action Plan, plans River Greenway at this site to proceed around the property as an "on -road" Greenway. Dr. Martin noted if the City Commission approves the application to rezone the property from marine industrial to allow the proposed residential development, than the presented 20 foot -wide publicly accessible riverwalk, consisting of a 16 foot wide nsistent with the Miami ��ert GraednKa� Action � Plan. n path and a four foot passive zone, would be co Chairperson Bague asked if the project would include a disclosure in the condo documents, disclosing the fact that the property is located on a marine industrial river, which is therefore subject to noise, similar to other recent projects, Ms. Dougherty replied it would, and sbe would provide MRC staff with the aforementioned condo document disclosure statements. Commissioner Barreiro stated the "Coastal on the River" property is a small site, which is insufficient for a shipping terminal. Commissioner Barreiro noted the MRC con-siders items on a cast -by -case basis, and noted his support for the presented "Coastal on the River" project. Mr. Bibeau, MRC Managing Director read the "Second Annual Update" to the Miami River Corridor Urban lnfill Plan, page 12, "Recommend preservation of all remaining marine industrial (SD-4) zoning and industrial land use within the Miarni River Corridor.' Chairperson Barue asked Bibeau to provide the MRC Urban Infill Working Group's (UIWO recourmerrdatinn to the MRC on the "Coastal on the River" proposal, in the absence of the UIWG's chair, Mr. Jim Murley. Mr. Bibeau referred the MRC to the provided UPWG minutes of January 12, 2005, and noted the subcommittee found the "Coastal on the River" residential project, which requires a rezoning in the marine industrial "upper river", to the west of the end Ave Bridge, from Marine Industrial, to be inconsistent with the Miami River Corridor Urban Infl l plan, Dr, Fran Bohnsack, Executive Director of the Miami River Marine Group, stated the City of Miami's draft Miami River Economic Analysis found residential developments of this density were inappropriate in this marine industrial "upper river" area of the Miarni River, Dr. Bohnsack Stated the federal government is providing 80% of the funding for the $72 million Miami River Maintenance Dredging project, because it is intended to benefit the River's marine industry by improving navigation in its Federal Navigable channel. Dr. Bohnsack stated the site had been owned and operated by Coastal Tug and Barge, which was recently acquired by Transrontaine, and therefore placed the property on the market. Bohnsack stated she believed a marine industrial business would operate again in the former Coastal Tug and Barge site, after the commenced dredging of the Miarni River is completed. Bohnsack noted three new marine industrial businesses have recently opened on the Miami River. Otto Boudet-Murias stated the City consultants whore conducted the draft Miami River Economic Analysis submitted a poor report with lots of errors, Boudet-Murias stated there is a need for "work force" housing in the City of Miami and the proposed residential development has 633 units of "work force" housing. Boudet-Murias noted it is difficult to develop residential projects of this size elsewhere, due to adjacent low -density residential uses. Chairperson Barue stated she was concerned about the proposed filling of one of two existing and irreplaceable slips on the site. Ms. Dougherty responded that the remaining larger slip would include linear dockage. Dr. Martin stated the MRC has adopted the hliarrri River Corridor Urban Infrll Plan as its strategic plan, which recently completed its annual update and amendment process, and the MRC should remain true to its strategic plan for the Miami River, which balances the River's future multiple uses. Captain Beau Payne concurred and stated the subject property is surrounded by operating Marine Industrial businesses in the "Upper River", therefore recommended the MRC find the proposed residential development to be inconsistent with the Miami River Corridor Urban Infill Plan.
