The Archive and Purge feature within Oracle E-Business Suite is a utility that
allows data to be removed from the system while also maintaining a historical
record of this information. Numerous application modules within the Oracle E-
Business Suite provide embedded archiving facilities to simplify the archiving
process and guide the user through setting up and executing the desired archive.
To track and report on the data that has been archived, Oracle E-Business Suite
has included standard reports that will provides full details about any information
that has been archived or purged.

Describe how your application handles report generation, including out -of -the -box
ad -hoc reporting, drill -down capability and third -party reporting.
The Oracle E-Business Suite has numerous reporting features including, online
inquiries, over 100 Standard reports per module, integration with MS Excel, web
publishing, and a fully integrated ad -hoc reporting tool. Where applicable (i.e. ad -
hoc reporting) drill -down to transactions information is fully supported. The City
may also utilize third -party reporting toots such as Access, Cognos, Excel,
Business Objects, etc.

Does your application provide executive level report generation, including
business intelligence type reporting?
In addition to the reporting features previously described, the Oracle E-Business
Suite delivers an executive analysis interface called the Business Intelligence
System (BIS). These BIS reports provide operating alerts, information on Key
Performance Indicators (KPIs) and management reports in the areas of Human
Resources. Financials and Purchasing.

Describe the capabilities to generate forms and reports at runtime and the ability
to generate SQL scripts to new or altered database objects.
Oracle delivers a robust solution that renders user's screens and reports at
runtime consistent with the user's privileges. Oracle provides a development
template for generating new screens. The ad -hoc reporting tool allows the City's
users to define, generate, and share their own reports. The flexible architecture
of the Oracle systems allows the City to introduce new ANSI SQL statements to
enhance or extend the delivered solution. Online inquires and ad -hoc reporting
generate their SQL queries behind the scene, therefore. users are not required to
know SQL in order to use the system, or generate reports.

Considering CoM requirements, do you typically recommend print manager
software. or forms design software?
The Oracle E-Business Suite provides a 'Request Manager'. The Request
Manager supervises all of the reporting requests submitted by users and those
that have been scheduled. The Oracle Internet Developers Suite includes forms
software. In addition. the City of Miami can take full advantage of the
configuration capabilities to configure the provided screens to their requirements.

Describe how your application handles job and report scheduling, batch
transaction processing, batch reporting, automated report distribution, output
management, forms generation and forms modifications.
The Oracle E-Business Suite provides a 'Request Manager'. The Request
Manager supervises all job. report scheduling. and report distribution, processing
of batch transactions. as well as batch reporting and distribution. The Request
Manager routes request to queues based on request type, user privileges and
priority. Reports distribution is managed via workflow to email or email group
distribution as well as printing to 1 or more printers. Forms generation is provided
by the Application Server user interface services. These services take into
account User, user privileges, and user responsibilities to render the forms in
accordance with the functionality provided to the user. The Oracle Internet
Developers Suite provided contains forms software.

Performance Management

Identity processes that are resource intensive and explain how you preserve
online performance when executing these reports.
Excessive reporting and batch processing can have an adverse affect on system
performance. The Oracle E-Business Suite's request manager supervises all
batch and reporting requests. These requests are routed to queues that have pre-/
determined resource consumption limits. These limits insure that online
performance is not affected. In addition. these resource limits can be altered
based on scheduling preferences, thereby allowing re resource consumption
during non -peak hours to insure completion of after hair requests. The Oracle E-
Business Suite is also tightly integrated with the Oracle Relational database,
therefore, taking full advantage of performance features provided within the
RDBMS to additionally insure top online performance.

Describe the error alert, tracking and notification interface for the different levels
and states of exception processing. Include details on any diagnostic assistance
and audit trails of specified actions that are available to system support
personnel. Also address the notification process for business users and support
staff of business events and/or system alerts. Include the ability to interface with
various e-mail systems.
Error alerts or messages are provided to users whedan error occurs within the
user interface. Error conditions within the Request Manager are displayed within
the Request center window, users (and administrators) are able to view error
messages and error logs within the Request Manager. Error conditions within the
application suite are tracked by the Oracle Applications Manger (OAM) and are
displayed there as well for the Application managers. Audit trails information can
be tracked at different levels of detail with the E-Business Suite, how much detail
will be an implementation decision by the City. At the minimum transactional
information (created by, created when, modified by, modified when) is tracked. In
addition, the City of Miami may choose to track additional audit information, such
as changes made to specific data within the applications. Diagnostic information
can be obtained from the Oracle Applications Manger to help system
administrators and database administrators insure that the applications are
running at peak performance. OAM and the Oracle E-Business Suite Workflow -
Business Event system are both compatible with various e-mail systems
through SMTP.

Given the criticality and magnitude of this project, the City desires a'high-
availabitity system architecture proposal. Resiliency, redundancy and
manageability are key components of a 'high availability" solution and should be
addressed in the proposed architecture. Describe your application system failover
processes and procedures.

The Oracle E-Business Suite leverages several high availability features available
in the Oracle technology platform consisting of the Oracle Database and Oracle
Application Server. Oracle Maximum Availability Architecture (MAA) is Oracle's
best -practices blueprint based on proven Oracle high availability technologies and
recommendations, with the goal of removing the complexity in designing the
optimal high availability architecture, and maximizing systems availability.
Products that comprise Oracle's MAA (some which require additional licensing)
include:
Oracle Real Application Clusters (RAC) - enables near instantaneous instance
and host failover
Oracle Data Guard - manages a synchronized copy of the production database
at a secondary site
Describe the system's fault tolerance and disaster recovery approach, detailing all
levels of recovery from a single update failure to total system failure.

The Orade E-Business suite is tightly integrated with the Oracle RDBMS. To that
extent the fault tolerance features, from a single transactional update, are
provided within the management features of the database_ Features like row -
level locking and read consistency insure that transaction updates are handled
appropriately. From an architectural deployment standpoint, where fault tolerant,
high availability, redundant hardware and dusterin4technologies are can be
deployed, Oracle provides or takes advantage of thesk technologies to insure
availability. Oracle's Data Guard, RAC and clustering technologies can be
employed to meet these availability requirements. in addition, the City can
employ hardware redundant features and architectures to insure applications
availability which the E-Business suite can take advantage of as well_

The Oracle E-Business Suite is deployed in a three-tier architecture. Provided
that no fault tolerant or redundant hardware is ince ded in this architecture. then
the application and database servers could be v.as single points of failure.
However, Oracle has clustering technologies at the Beth of these tiers, that con
be employed, to insure that they don't become single points of failure. In addition,
Oracle's hardware partners have redundant, fault tolerant and high availability
offerings that also ensure no single point of failure. Since the Oracle E-Business
Suite is deployed using open industry standard, the City can choice which
approach should be employed to mach current City standards and architectures.
The Oracle E-Business suite focuses on continuous availability; to that extent
many administration functions can be performed while the system is up. There
may be times, such as upgrades and patches, where the system will be
unavailable and users will be unable to access the applications. There are,
however, no business processes (i.e. the running of payroll) that require users to
exit the applications. Oracle Support Services offers a comprehensive portfolio of
focused services that support the IT infrastructure the City needs to meet the
demands of e-business. Powerful and easy to purchase, these services range
from subscriptions for Software Updates to Advanced Product Services that
deliver flexible solutions tailored to specific business needs. Oracle's Customer
Care programs provide different levels of Oracle support to suit customers' unique
needs. Support services includes:

Oracle Data Guard can provide the Oracle E-Business Suite with a hot stand-by
database capability. The Oracle MAA website

Recovery times are dependant upon transaction volumes incurred at the City, as
well as the frequency of updates that occur to the hot stand-by database. Oracle

managed service whereby Oracle is responsible fo( remote monitoring. This
service is separately priced and can managed performance, backup, and other
system management functions to augment the City ofivliami staff.

Describe your policies and procedures for upgrading your application to new
versions and/or releases.
Oracle provides upgrade tools and extensive documentation and information to
assist our customers with upgrades to new versions and/or releases. Many of
Oracle's customers are able to perform these steps without involving external
resources. This is unique to Oracle and is another example of how Oracle
provides the most cost effective solution.

Historically, how many past releases of your product do you typically support?
While the Oracle solution is relatively easier to upgrade, Oracle also maintains a
reputation for supporting customers or older versions. The 10.7 version was
released over 8 years ago. Oracle still has customers on extended support for
that version. Since that time the product has gone through 2 major upgrades
(11.0 and 110_ With the release of 11i Oracle maintenance support for 3 major
release levels simultaneously. The current release is 11i release 9 (11.5.9). 11i
release 10 is scheduled for the summer of 2004.

Application integration (sometimes called enterprise application integration) is the
process of bringing data or a function from one application program together with
that of another application program. Does your application provide any

The business logic is coded in SQL, PL SQL, and va. The Oracle Internet
Developers Suite (IDS) contains the IDEs to code a�ainst the system. IDS
contains the Java IDE, SQL and PUSQL IDE, and the"report writer IDE. Our
internal development teams work on a combination of MS Windows, Linux, and
Unix platforms. The primary intemal platform recently moved from MS Windows
to the more cost effective Linux.
The Oracle solution is integrated with Oracle Portal. Oracle Portal is a
component of the Oracle Application Server. It provides content management,
single sign -on, portlet development, and more. The Oracle Portal User's Guide
has been included in the Appendices section to provide more extensive product
information.. The Oracle Application Server is supported on MS Windows Server
2003, MS Windows 2000, Linux, and various Unix platforms. Oracle does not
reply on any third -party technology platforms, including Microsoft. The Oracle E-
Business Suite may operate in the same environment, but will not leverage the
MS Sharepoint Services as part of the solution.
The first major purpose of HIPAA is "to protect and enhance the rights of
consumers by providing them access to (heir health information and controlling
the inappropriate use of that information". The responses to the various security,
both user and data, requirements demonstrate Oracle's ability to help the City of
Miami to meet their HIPAA obligations. HIPAA is both a combination of systems,
policies. procedures, and people. The Oracle system helps to protect information
and control the flow of information to authorized users. Much of the obligation will
be fulfilled through the proper implementation of the system.
The embedded Oracle Application Server contains an EAI component labeled
Oracle Integration. This is a robust EAI product that can easily integrate with all
of the mentioned EAI products and many others. Another integration platform not
frequently referred to as an EAI tool is IBM MQ Series. Oracle is able to work that
that product as well.

The Oracle system is a web -based solution accessible via a standard web
browser. Oracle strives to meet the standards of 508 for ADA. Being an
international company, Oracle developed and follows a 'Global HTML
Accessibility Guidelines (OGHAG)" checklist that is a combination of Section 508
Standards and WCAG Standards. Oracle follows other guidelines to help meet
the standards of 508. Additional information is available from the Oracle

A unique ability of the Oracle E-Business Suite is to configure the system through
easy to follow setup screens that have a low risk factor in impacting the system.
While other vendors may require risky and expensive programming changes,
Oracle does not. This is why most Oracle customers implement the system at a
lower cost and many customers manage the upgrade process on their own.
Oracle does not require impact analysis for system changes since these system
changes are strictly controlled.
The proposed Oracle solution can be setup to synchronize with the Microsoft
Active Directory. The Oracle E-Business Suite 111 call delegate user
authentication with the Oracle LDAP service, which in tum will be synchronized
with MS AD.

The Oracle system is fully portable among MS Windows, Unix, and Linux
platforms. It does not rely on Kerberos directly. Kerberos authentication can be

User authentication can be delegated to external directory services that have
been setup to accept RSA digital signatures.

Oracle builds security models designed to meet the sophisticated security needs
for applications such as banking, e-commerce, self-service, CRM and enterprise
office applications extended to a mobile workforce. OracleAS Wireless utilizes
leading edge encryption technology such as Wireless Transport Layer Security
(WTLS). Secure Sockets Layer (SSL), Virtual Private Networks (VPN), and Public
Key Infrastructure (PKI) io deliver solid end -to -end security across the Internet
and the wireless network. In addition to network security, Oracle supports
application security to ensure that the wireless applications protect the integrity of
the user's and the data center's information. A sophisticated ACL (Access Control
List) is used to ensure that the appropriate user is mapped to the desired
information. All information such as mobile commerce data and user profile data
are encrypted and stored in the secure Oracle Database.
User access is control via Responsibitities, which are roles_ These roles control
access to all screens. functions, reports, and data User auditing can be turned
on via a system parameter to track all user access within the system. There are
many delivered user security reports including, but not limited to, invalid login
attempts.
The Oracle Human Resources Connector will drive the creation and suspension
of basic security and email information with the Oracle directory, which will then
be synchronized with MS AD for the same functions.
Oracle Workflow manages automated document routing for approvals, which is
an integrated component of the Oracle E-Business Suite. Oracle Workflow
currently supports password approvals_ PKl approvals will be supported in the
next release scheduled for the sumrner of 200.4_
Communications with the Oracle E-Business Suite conform to both SSL V3 and
1t Sec protocols.
User authentication can be delegated to external directory services that have
been setup to meet the city's stated requirements. External directory services can
be configured to authenticate via digital signatures, biometrics. and other
technologies. The Microsoft AD server can be configured with the Microsoft
RADIUS server to secure access. This will then be synchronized with the Oracle
Directory. Data transmissions can be also be secured via SSL using PKI.

risks.
The Oracle solution is unique in its ability to leverage industry standards for
mitigating infrastructure risks_ Oracle can communicate using open industry
standard secure protocols_ This protects the flow of information within and
outside the City's network. Oracle also relies on the only secure database
platform to protect the storage of the Citys data. Lastly, Oracle can operate in a
clustered architecture for both the application server tier and database server tier.
The combination of secure communications, storage, and highly available and
scalable hardware environments allows the City to implement Oracle in the most
optimal configuration to meet the Citys operational requirements.

The Oracle solution exploits the advanced technology of the Oracle Application
Server. The web listener component is the Apache web server.

management application.
`The Oracle solution does not rely on the RedDot products. While the city may
continue with its RedDot strategy, it is not a compPoQnent of the proposed solution.
Since both RedDot and Oracle propose web bases solutions a loosely coupled
integration strategy should be easily accomplished. \

Please describe how your product integrates with the LaserFishe
imaging/document management system.
The Oracle solution does not rely on a LaserFishe imaging/document
management system. Any file type may be uploaded as an attachment into the
Oracle system. This includes files produced by LaserFishe. Similarly, the Oracle
system may reference documents controlled by LaserFishe.

A key objective of the City of Miami is to increase its accessibility to the public as
a way to improve customer service. Can you demonstrate the ability of your
proposed applications to provide web -based iniranet and extranet self-service for
such things as (but not limited to) viewing on-line vendor payment status,
registration of vendors, and employee self-service? If this capability is in
production or being implemented at a client. please provide references.
The proposed Oracle solution is fully web enabled. All users will access the
system via a standard web browser. Specifically, the iSupplier module permits
vendors and business partners to submit a registration. view payment information,
and many other functions. Similarly. employees may use the employee self -
service screens to perform those functions. These capabilities are in production
at many customer locations including the State of New York, the Dallas
Independent School District. and others.

Oracle is not proposing any products that require access via handheld. Oracle
can demonstrate access via these devices, however that is not within the
boundaries of this proposal.

Oracle does not place additional restrictions on remote wireless computing
devices for access to the proposed system. Wireless enabled laptops.
cellphones. PDAs, and other computing devices may access the system providing
those devices support standard communication protocols HTTP and TCP/IP.

Desktop computing devices
Oracle supports Windows 98. NT, 2000, and XP. Oracle also supports Apple
Macintosh. The minimum CPU speed is 200 Mhz. The Minimum memory
requirement is 64 MB for MS and 128 MB for Apple. More detailed information in
published in the product release notes. Oracle recommends faster machines with
more memory for ail users. Recommended minimums are greater than 400Mhz
and greater than 98 MB RAM. User productivity levels will influence individual PC
requirements.

Oracle supports the Oracle 9i Enterprise Edition relational database.

Based on the City of Miami's current server, storage, network environment, and
estimated transactions throughput describe the recommended server and storage
configuration. Please detail the optimal configuration to include the number of
servers, the functional purpose of each server, the optimal megahertz of
processor for each server, the number of processors required in each server and
the amount of memory required for each server. When considering the optimal
level please consider that the City of Miami requires that the proposed ERP
system be available 99.8% of the time. If you recommend redundant servers,
specify if cluster management software is included, and if it will be configured for

due diligence of sizing, application configuration, and performance testing. While
Oracle cannot guarantee a performance level to a system out of our control, we
can reference the performance level experienced by our customers in the Oracle
hosted solution. Oracle's hosted services posted a 99.51% availability in January
- March calendar quarter of 2004. This availability number is across all
