A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE C1TY OF MIAMI'S OFFICE OF FILM ARTS, CULTURE AND
ENTERTAINMENT'S ("FACE") RECOMMENDATION OF: (1) ALLOCATING FUNDS
FOR SPECIAL EVENTS, IN AN AMOUNT NOT TO EXCEED $400,000, AS
DESCRIBED IN "EXHIBIT A," ATTACHED AND INCORPORATED AND (2)
AUTHORIZING THE ALLOCATION OF FUNDS, IN THE AMOUNT OF $20,000,
FOR EACH OF THE FIVE CITY COMMISSION DISTRICTS, FOR A COMBINED
AMOUNT NOT TO EXCEED $100,000, FOR FUNDING OF ADDITIONAL SPECIAL
EVENTS WITHIN THE C1TY OF MIAMI, CONTINGENT UPON THE
PRESENTATION OF DOCUMENTATION FOR REVIEW BY FACE AND SUCH
DISTRICT FUNDING COMPLYING WITH FACE RULES AND REGULATIONS AND
AS DESIGNATED BY THE DISTRICT COMMISSIONER; DIRECTING FACE TO
PRESENT THEIR FUNDING REQUESTS AND THE COMMISSION DISTRICT
FUNDING REQUESTS, FOR SPECIAL EVENTS FOR THE CITY COMMISSION
DISTRICTS, TO THE CITY COMMISSION FOR CONSIDERATION; ALLOCATING
FUNDS IN A TOTAL AMOUNT NOT TO EXCEED $500,000, FROM THE SPECIAL
EVENTS FESTIVAL ACCOUNT NO. 001000.921054.6.289.
WHEREAS, for the Fiscal Year 2005-2006, the City Commission appropriated $500,000 for the
City of Miami's ("City") Office of Film Arts, Culture and Entertainment ("FACE") funding of special
events in the City; and
WHEREAS, the distribution and allocation of funds for events from the Special Events Festival
Account are contingent upon event organizers providing proper documentation (i.e. budget, corporate
status, letters of support, etc.) to FACE for review and presentation to the City Commission for final
consideration; and
WHEREAS, the City Commission wishes to allocate funds, in an amount not to exceed $400,000,
to fund signature events and charities that have received funding or support during the past from the
City, for events that will take place during the Fiscal Year 2005-2006, as described in "Exhibit A,"
attached and incorporated; and
WHEREAS, the City Commission wishes to further allocate an amount not to exceed $100,000, of
which an amount not to exceed $20,000, will be allocated for each of the five City Commission
Districts, for future events, activities and projects that have been reviewed by FACE and that are
designated for funding by each City Commissioner; and
WHEREAS, these are City -sponsored events, and/or artistic services and works of art and/or
entertainment services for City -sponsored events which are exempted from the Procurement
Ordinance pursuant to Section 18-72, of the Code of the City of Miami, Florida, as amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,

FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. FACE'S recommendation of (1) allocating funds for special events, in an amount not to
exceed $400,000, as described in "Exhibit A," attached and incorporated and (2) the authorization of
the allocation of funds in an amount not to exceed $20,000, for each of the five City Commission
Districts, for a combined amount not to exceed $100,000, for funding of additional special events
within the City, is approved, contingent upon the presentation of documentation for review by FACE
and such District funding complying with FACE rules and regulations as designated by the District
Commissioner, for a total allocation of funds in an amount not to exceed $500,000, from the Special
Events Festival Account No. 001000.921054.6.289.
Section 3. FACE is directed to present their funding requests and the Commission District funding
requests, for future special events, for the City Commission Districts, to the City Commission for
consideration.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}

Footnotes:
{1 } If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
