Both documents were transmitted to us by the City on September 1, 2005_ This is a relatively minor development of 17 single family residential units. The subject development consists of 17 dwelling units of a Planned Urban Development (PUD). Although the site currently has two apartments, the site was analyzed as currently vacant. The Trip Generation calculations of this project reveal there will be 17 net vehicles per hour (vph) in the PM peak hour. Additionally, the proposed development would generate a net 163 vehicle trips on an average weekday. The subject project is located in TAZ 748. Using the MUATS cardinal distribution from the Miami - Dade Transportation Plan the traffic was assigned to NW 11 th Street. Arterial traffic counts were collected, averaged and adjusted for seasonal variations and used in the Arterial Analysis. Additionally, Turning Movement Counts were collected during the PM peak period of 4:00 PM to 6:00 PM at the intersection of NW 11th Street and NW 31 st and 32nd Avenues. Using the above data an arterial and intersection analysis was performed for the existing condition, background, and with the KllaRICHARD GARCIA & ASSOCIATES I C N iii Terra West PUD Traffic Impact Study cumulative effects of the above and the project traffic. The results indicated NW 11th Street corridor will not fall below LOS C for all scenarios. Moreover, despite using a conservative 6.1 percent growth over the next three years (2 percent for 3 years compounded); there remains a 611 vph (vehicles per hour) reserve capacity on NW 11 th Street. The existing intersection analysis yielded an LOS C at both intersections. The proposed condition in 2008 also resulted in a LOS C. Lastly, the driveway analysis also resulted in an LOS C condition. These results were for the critical approach or the approach having the greatest delay. In summary, the results of the analysis contained in this report find that the levels of service thresholds are maintained with the — proposed development. Therefore, this project does not contribute a significant traffic impact, as sufficient roadway capacity exist. [Kila RICHARD GARCIA & ASSOCIATES, INC. 1V Terra West PUD Traffic Impact Study 1.0 Introduction The purpose of this study is to evaluate the associated traffic impacts with the _ proposed development of the site located at 3129 NW 11 th Street in the City of Miami, Florida. The traffic impacts to the adjacent roadway was evaluated as well as at thenearby intersections of NW 11th Street and NW 31st Avenue and NW 32nd Avenue. This analysis was performed for the existing and proposed conditions during the PM Peak Hour. Lastly, since this project is small in nature, the City of. Miami's Traffic consultant was contacted to determine the limits and extent of the analysis. This report follows the methodologies adopted by the Institute of Transportation Engineer's (ITE) Trip Generation, and Traffic Impact Studies Manual. The subject development consists; ,of 1.7 dwelling ' units of a Planned Urban Development (PUD). 'The site currently has 2 apartment units. However, • that will not analyzed -in this report: and'the-site will be considered vacant. The following land use (LU), as identifie&by the institute of Transportation Engineers (ITE);: most closely: resembles Thq proposed development. These LU: 210;Single Family•Detached Housing Of these two land uses, the Single Family Detached Housing generated the greater number of trips and thus was utilized herein. Site access is provided via a single driveway on NW 11 th Street. Figure 1 depicts the site's location map while Figure 2 is the proposed Site Plan. The land use described above was used to determine the trip generation rates and totals for the proposed development. The Trip Generation calculations results of the proposed improvements are summarized below. The ITE rates and percentages for PM Peak Hour Trips are included in Appendix A. Table 1-below summarizes the greatest traffic impact associated with the subject development, which occurs during the PM peak. Since two possible land uses exist for the proposed development the most conservative was used. The County's TAZ information is included in Appendix B. The corresponding traffic distribution being assigned to the following. directions are outlined in Table 2. The Appendix B includes a TAZ Map and the corresponding Directional Distribution Summary for this zone utilizing the 2005 Cost Affordable Plan. Table 2: Cardinal. Table 1 have been distributed and assigned to the adjacent roads. As evident from trip generation calculations, the PM peak hour represents the worse case. Table 3 was developed to depict the PM Peak Hour Assignments. Appendix B includes the ingress and egress traffic distribution with the corresponding assignments to the PM peak hour. Table 3 is the cardinal traffic assignments which are further grouped as indicated into the four primary quadrants. INC 10 Terra WestPUD Traffic Impact Study 6.0 Data Collection Traffic Counts For the purposes of a corridor analysis, continuous 72 hour Automatic Traffic Recorder (ATR). were collected on Tuesday July 5, 2005 through and Thursday July 7, 2005. These counts were averaged, adjusted for seasonal variations and corrected for multi - axle traffic by utilizing the Florida Department of Transportation Seasonal Factor (SF) and Axle Correction Factors of 1.03 and 1.0, respectively. These calculations were performed for the Average Annual Daily Traffic (AADT) and are included in Appendix C as Table T-1. Table 4 below depicts the results of the AADT calculations. Table 5 contains the results while Appendix C has Table T-2 with the calculations. Additionally, Table T-4 provides Existing and Proposed PM Peak Hour TMC' s This sheet has been developed to summarize the data, provide seasonal factor utilized to seasonally adjust the counts to an average yearly condition and calculate the background traffic. Background traffic was estimate at a conservative growth rate of 2 percent for three years. That is a compounded growth of 6.1 percent. This should adequately compensate for future growth in the area. KARICHARD GARCIA & ASSOCIATES, INC. 13 Terra West PIID Traffic Impact Study 7.0 Committed Developments The City of Miami's Traffic Engineer and the planning department was contacted with a list of committed developments taken from the July 2005 City of Miami Large Scale Development Report: 1995- Present. Excerpts from that report are included in the Appendix D. Of the two projects identified, namely Best Western and the Five Properties MUSP, neither assigned any traffic to NW 11 th Street. KAGARCIA & ASSOCIATES RICHARDINC. 14 Terra West PUD Traffic Impact Study 8.0 Level of Service Analysis Using the above data a corridor and intersection level of service (LOS) analysis was performed. The corridor analysis was done using AADT for a Daily LOS results and using the average PM Peak Hour to obtain a Peak Hour LOS. Lastly, intersection analyses along with the proposed driveway were performed. ARTERIAL: The results of the corridor analysis reveal that all levels of service will not fall below a LOS C for the roadway corridor during the existing and proposed condition. Moreover, using table 4-4 from the 2002 FDOT Quality/Level of Service Handbook the threshold for LOS E is 1,480 vehicles per hour (vph). This is much lower than either the 803 vph existing or the expected 869 vph with the project and background traffic. Moreover, the corridor is expected to have a remaining capacity of 611 vph. As such, traffic concurrency is satisfied for this corridor. These calculations can be verified in Appendix E on Tables T-2B and T-4 for the existing and proposed conditions, respectively. RICHARD GARCIA & ASSOC IATES, INC. ' 4 15 Terra WestPUD Traffic Impact Study INTERSECTION: This analysis comprised of an intersection analysis at the locations mentioned above. Appendix E contains the Synchro Summary sheets in addition to the Lane geometry and Turning Movement Counts graphics. The greatest traffic generation for this development is during the PM peak hour and therefore the worse case scenario was analyzed. Additionally, the analyzed intersection was the most impacted by the subject development. The analysis was performed for the following conditions: Seasonally Adjusted Existing Conditions Proposed Condition (Existing, Background & Project) NW 11th Street & NW 31st Avenue The existing intersection analysis yielded an LOS C with 16.7 seconds of delay for the critical movement (i.e. NB). The proposed condition in 2008 also resulted in a LOS C with a corresponding delay of 18.4 seconds of delay. The proposed average delay was 1.8 seconds for the intersection. Boih these conditions meet the LOS Standard for this arterial. [KA RICHARD GARCIA & ASSOCIAT ES, INC. 16 Terra WestPUD Traffic Impact Study NW 11th Street & NW 32nd Avenue The existing intersection analysis yielded an LOS C with 15.6 seconds of delay for the critical movement (Le. NB). The proposed condition in 2008 also resulted in a LOS C with a corresponding delay of 16.5 seconds of delay. The proposed average delay was 1.7 seconds for the intersection. This intersection also meets the LOS Standard. NW 11 th Street & Site Driveway The proposed condition resulted in a LOS C with a corresponding delay of 15.2 seconds of delay for southbound (Le. driveway) approach. The proposed average delay was 0.2 seconds for the intersection. This driveway is expected to operate acceptably. Table T-5 in Appendix E illustrates the TMC's used for the driveway analysis. RICHARD GARCIA & ASSOCIATES, INC. 17 Terra WestPUD Traffic Impact Study 9.0 Recommendation The results of the analysis contained in this report find that the levels of service thresholds are maintained within the. existing LOS. Although some increase in delay is expected. The majority of this increase in delay is due to the background growth. Therefore, sufficient roadway capacity exists to support this development as this project does not contribute a significant traffic impact. As such, this development should be granted development approval.
