Subject: Purchase of 400 Litter Containers
Purpose of Item:
The Department of Solid Waste has a need to purchase 400 additional litter containers (Model
#MF3022 Metal Form Waste Container) to be placed throughout the city on sidewalks, near bus
benches and/or shelters on major thoroughfares, business and downtown corridors. Due to the
ongoing requests from NET Centers, business owners, citizens and members of the City Commission
to replace and/or add additional containers which have been damaged this purchase is sought.
Additionally, increased pedestrian traffic citywide necessitates the need for litter container placement
at new locations to capture litter and facilitate the department's objective in achieving cleaner
neighborhoods and improving the quality of life issues relative to visible pollution and deter citizens
from littering.
The department has an aggressive anti -litter educational campaign, via Sanitation Code Enforcement
blitzes, wherein citizens are advised on the proper placement of garbage in strategically placed litter
containers near bus benches and/or heavily traversed areas throughout the city. Additionally, it is
advocated to Home Owner Associations the comittment to provide adequate litter container
placements citywide via CIP Litter Container Replacement Funding to ensure communities are well
represented with adequate litter containers to facilitate proper litter containment and promotion of
cleaner neighborhoods.
The specifications for this particular unit is slightly modified to deter graffiti and vandalism (which
has been an ongoing problem) and will help reduce the department's workmens compensation claims
due to emloyee injuries relative to servicing of said containers. The dimensions of said container are
25" diameter x 38" with a 41 gallon capacity liner with drainage holes to deter water retention and
weigh 120 pounds. Additionally, said containers have been reviewed and meet the requirements for
placement on public rights -of -way and will be anchored to ensure that the units are secure.
Background Information:
It is respectfully recommended that the City Commission adopt the attached Resolution authorizing
the term purchase of 400 Model #MF3021 Metal Form Waste Containers with anchor kit and a 5 year
warranty metal armor coating. These additional containers will be placed citywide. This purchase
would allow the department to obtain litter containers in a timely manner to meet the demand for
placement of said containers to new residents and/or replacements as needed. Formal bidding
procedures were followed for (Bid #04-05-128) wherein Wausau Tile, Inc. was the only responsive
vendor that met all bid specifications without exception. Resutantly, it is recommened that the bid be
awarded to Wausau Tile, Inc., a non -minority, non -local vendor, located at P.O. Box 1520, Wausau,
WI 54402-1520 (1-800-388-8728). The City of Miami is growing at rapid pace and with the advent
of new construction as well as an increase in new residents and the resultant demand for litter
containers; it has neccessitated the need for an efficient and expeditous purchasing procedure (term
contract with two (2) additional one year period) for said containers. The City of Miami has realized a
tremendous growth in its commercial corridor and it is anticipated that a steady increase will be
realized in FY'05. The cost per unit is $665.00 and the total purchase amount will not exceed
$266,000.00.
