HomeMy WebLinkAboutSynopsisVIRGINIA KEY ENVIRONMENTAL ASSESSMENT — PART II RFQ NO.0405-109 SYNOPSIS OF EVALUATION COMMITTEE MEETING The following is a synopsis of the findings of the Evaluation Committee: WRS Infrastructure and Environment. Inc (WRS) While WRS presented and submitted a well written proposal the information combined with their oral presentations and answers to questions raised a number of issues. WRSTs approach utilizes an overall Program Manager with three Project Managers. One of the Project Managers will be responsible for each of the Phases of the Project, which could lead to continuity issues. WRS identified two projects in Dade County for their experience. However, the firms did not work together on either project and each was only involved in a portion of the projects. This would be the first project on which the firms have teamed together. During their presentation they identified three issues they felt were key to the project; groundwater contamination, landfill gases, and waste pile stabilization. WRS also identified that odors may also be an issue that needs to be addressed. When asked how they would maximize participation of small and minority firms WRS pointed to a contract with Tallahassee where they achieved a 12% level of participation on a contract that called for 7% participation. WRS provided limited information on community outreach and no discussion on coordination with the Virginia Key Master Plan WRS identified a two year time frame for completion of the project, which does not appear to be realistic. Camp Dresser & McKee. Inc. (CDMI CDM submitted a well written proposal. CDM highlighted there familiarity of the project resulting from a study of the site performed 16 years ago for Miami -Dade County as well as their involvement in the Virginia Key Master Plan. Even with their involvement with the Master Plan CDM evidenced a reluctance on identifying a completion schedule for the project until the final completion of the Master Plan, which is a very cautious approach. CDM spent an extensive amount of time during the oral presentation and question and answer period discussing the merits of having this site designated as a brownfield site. CDM identified three projects they have been involved in Florida. However, none of these projects have been in Dade County and while they had completed some projects in the County they were unclear on what projects as they predated the members present at the meeting. Of the three projects identified CDM was only involved in the engineering and design. Their Project Manager, who was working for a different firm at the time was involved in the full scope of the remediation project. CDM commented that their firm has the resources to perform the work in house and this was further supported by their response to maximizing small and minority business participation. Basically, their response was that they knew the firms in the industry and would work with them. CDM had limited discussion on community outreach. intercounty U.S. Labs (intercount intercounty had both a strong proposal as well as a very strong thorough oral presentation and answers to questions from the Evaluation Committee. Intercounty identified that the project team has worked on numerous projects together Including 1 billion dollars of remediation work at the airport and the Homestead Landfill. They also identified that they handled one of the largest landfill closure projects in Dade County, which was the closure of the old South Dade landfill. Intercounty will have one project manager who will be responsible for the entire project who will be the one key point of contact. Intercounty has 10 ongoing projects with DERM has worked with DERM staff at all levels so they have a full understanding of what it takes to work through their process. Intercounty spent time during' their oral presentation to explain some of the innovative ideas that could potentially reduce by 12 to 18 months what they envisioned as a 4 year process. One Intercounty's Subconsultants, Parsons, is one of only six firms under contract with the Department of Defense for world wide remediation, which uses the Guaranteed Fixed Price Remediation approach. Intercounty stated that they anticipated being able to perform 80% of the work using local and small business and that at the airport they have achieved a 40% usage of small and local business in the performance of the work. intercounty stressed the importance of communication and stated they would provide a webaite for use by the County to obtain information and data on the project. They also stated that they would begin community outreach as soon as the contract was awarded.
