Recommendation
The City issued a Request for Qualifications (RFP), No. 04-05-109 for the Virginia Key
Environmental Assessment. The RFP contained a two part process for the evaluation and
selection of the most qualified firm.
As reflected on the attached memorandum the short -listing of the top three firms was approved
on October 5, 2005. The Evaluation Committee (Committee) met on December 6, 2005 to
evaluate the proposals for Part II and to select the top rated firm. Based on their evaluation the
Committee has ranked the firms as follows:
1. Intercounty U.S. Labs
2. Camp Dresser & McKee, Inc.
3. WRS Infrastructure and Environment, Inc.
I have attached a copy of the Committee's findings in their review of the proposal.
The Committee is recommending that the City of Miami enter into negotiations with the top rated
firm, WRS infrastructure and Envi •nment, Inc.
