A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER TO APPROVE
THE FINDINGS OF THE EVALUATION COMMITTEE PURSUANT TO REQUEST
FOR QUALIFICATIONS NO. 04-05-054R, THAT THE FIRMS MOST QUALIFIED TO
PROVIDE TOWING SERVICES FOR POLICE/FIRE DISPATCHED TOWING AND
WRECKER SERVICES FOR PRIVATE VEHICLES, AND TOWING OF
CITY -OWNED, LEASED, OR RENTED VEHICLES, FOR THE DEPARTMENTS OF
POLICE AND GENERAL SERVICES ADMINISTATION ARE: NU -WAY TOWING
SERVICE, INC.; MIDTOWN TOWING OF MIAMI, INC.; DOWNTOWN TOWING
COMPANY; BLANCO TOWING, INC., D/B/A FREEWAY TOWING; DIAZ TOWING,
INC.; BANOS TOWING SERVICES CORP.; TED & STAN'S TOWING SERVICE,
INC.; AND MOLINA TOWING, INC.; AUTHORIZING THE CITY MANAGER TO
EXECUTE A TOWING/WRECKER AGREEMENT, IN SUBSTANTIALLY THE
ATTACHED FORM(S), WITH SAID FIRMS, FOR A THREE-YEAR PERIOD, WITH
THE OPTION TO EXTEND FOR TWO (2) ADDITIONAL ONE-YEAR PERIODS,
FOR AN INITIAL ANNUAL AMOUNT NOT TO EXCEED $182,000; ALLOCATING
FUNDS FROM THE GENERAL OPERATING BUDGET OF THE DEPARTMENT OF
POLICE , ACCOUNT CODE NO. 001000,290201.6.270, IN AN ANNUAL AMOUNT
NOT TO EXCEED $100,000, AND FROM THE GENERAL OPERATING BUDGET
OF THE GENERAL SERVICES ADMINISTRATION, ACCOUNT CODE NO.
503001.420905.6.340, IN AN ANNUAL AMOUNT NOT TO EXCEED $82,000, WITH
FUTURE FISCAL YEAR FUNDING, SUBJECT ONLY TO BUDGETARY
APPROVAL.
WHEREAS, the City of Miami ("City") requires towing services to remove vehicles resulting from
accidents, vehicles posing a traffic hazard, scofflaw vehicles, abandoned vehicles, stolen vehicles or to
retrieve vehicles from water and similar situations requiring placement of vehicles in storage locations;
and
WHEREAS, it has been found that utilization of private towing companies within the City effectively
provides the needed services; and
WHEREAS, pursuant to Request for Qualifications ("RFQ") No. 04-05-054R, the City sought
proposals from qualified, experienced and licensed towing agencies to provide towing services on a
City-wide basis; and
WHEREAS, eight (8) towing firms were deemed qualified by the City and included: Midtown Towing
of Miami, Inc., Nu -Way Towing Service, Inc., ❑owntown Towing Company, Blanco Towing, Inc., d/b/a
Freeway Towing, Diaz Towing, Inc., Banos Towing Services Corp., Molina Towing, Inc., and Ted &
Stan's Towing Service, Inc.; and
WHEREAS, the City reserves the right to add additional qualified towing firms to the contract at any
time, at its sole discretion, should it be in its best interests; and

WHEREAS, funds are available from the General Service Administration Budget, Account Code
No. 503001.420905.6.340, in an initial annual amount not to exceed $82,000 and from the Fiscal Year
2006 Police General Operating Budget, Account Code No. 001000.290201.6.270, in an initial annual
amount not to exceed $100,000, with future Fiscal Year funding, subject only to budgetary approval;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager's recommendation to approve the findings of the Evaluation
Committee pursuant to RFQ No. 04-05-054R, that the firms most qualified to provide towing services
for Police/Fire dispatched towing and wrecker services for private vehicles, and towing of City -owned,
leased, or rented vehicles, for the Departments of Police and General Services Administration are:
Nu -Way Towing Service, inc.; Midtown Towing of Miami, Inc.; Downtown Towing Company; Blanco
Towing, Inc., d/b/a Freeway Towing; Diaz Towing, Inc.; Banos Towing Services Corp.; Ted & Stan's
Towing Service, Inc.; and Molina Towing, Inc., is accepted.
Section 3. The City Manager is authorized{1} to execute a Towing/Wrecker Agreement, in
substantially the attached form(s), with said firms, for a three-year period, with the option to extend for
two (2) additional one-year periods, for an initial annual amount not to exceed $182,000, with funds
allocated from the General Operating Budget of the Department of Police, Account Code No.
001000.290201.6.270, in an annual amount not to exceed $100,000, and from the General Operating
Budget of the General Services Administration, Account Code No. 503001.420905.6.340, in an annual
amount not to exceed $82,000, with future fiscal year funding, subject only to budgetary approval.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
(1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
