Purpose of Item: To accept the recommendation of the City Manager to approved the findings of the Evaluation Committee's ranking, pursuant to RFP No. 04-05-121, authorizing the City Manager to execute an agreement with the most qualified firm, EB Jacobs, LLC to provide professional test development services for the Fire -Rescue Department, for an initial term of two years, at a cost not to exceed $245,453.00 (an additional $29,000.00 incurred in FY 2006-07 and $71,100.00 available if a second exam is needed in FY 2006-07), with an option to renew for two additional two-year periods at a cost for the first two-year period extension not to exceed $362,830.65 and at a cost for the second two-year period extension not to exceed $380,972.18. Director City Manager Nap 1 of «13n1n5 Consulting Services for Fire Lieutenant, Fire Captain and Chief Fire Officer Promotional Examination Processes, RFP No. 04-05-121 Background Information: The City of Miami Fire -Rescue Department is required to fill vacancies for vacant positions in order to ensure that the ongoing public safety needs of its citizens are met. On September 6, 2005, the City issued RFP No. 04-05-121 seeking Proposals to secure professional consulting services for Fire Lieutenant, Fire Captain and Chief Fire Officer Promotional Examination Processes for the Department of Fire -Rescue. The Evaluation Conunittee, appointed by the City Manager, evaluated the proposals received in response to the City's RFP, and determined that the firm EJ Jacobs, LLC was qualified to provide said services and that it was in the best interest of the City to recommend that EB Jacobs, LLC provide promotional examination consultation services to the City. Based on the findings and recommendations of the Evaluation Committee, and approval by the City Manager, it is recommended that the City Commission accept the findings of the Committee and authorize the City Manager to execute an Agreement, in substantially the attached form, with EB Jacobs, LLC, pursuant to RFP No. 04-05-121, to provide professional test development services for the Department of Fire -Rescue, for an initial term of two years, at a cost not to exceed $345,553.00, with an option to renew for two (2) additional two-year periods at a cost not to exceed $362,830.65 for the first two-year period extension and at a cost not to exceed $380,972.18 for the second two-year period extension; allocating funds from the Department of Fire -Rescue General Operating Budget, Account No. 001000.280601.6.270, for the current Fiscal Year 2005-06, with future Fiscal Year funding, subject to only budgetary approval. This contract will allow the City of Miami to continue to establish eligibility registers for the classifications of Fire Lieutenant, Fire Captain and Chief Fire Officer thus making available to the Department of Fire -Rescue an active list from which to make promotions for the duration of the contract.
