Background Information: Page 1 of 3 On June 23rd, 2005, the City Commission authorized the City Manager via Resolution #05-00561 to submit an application for the SAFER Grant, funded through the U.S. Department of Homeland Security (DHS), in an amount not to exceed $2,600,000. The SAFER grant is designed to help fire departments meet the minimum standards of the NFPA, thereby increasing the cadre of firefighters and enhancing their ability to obtain 24 hour staffing, thus assuring their community has adequate protection from fire and fire related hazards. The Federal Government under the Department of Homeland Security offered grant funding to local jurisdictions under the SAFER Act. This funding is based on a total funding cap of $100,000 per firefighter over a period of five years, to pay for salaries and associated benefits of newly hired firefighters. In compliance with said grant, the City must ensure that the additional positions are maintained over a five (5) year period. The grant funding over the 5 year period is as follows: Year 1 Year 2 Year 3 Year 4 Year 5 90% of salary with maximum of $36,000 80% of salary with maximum of $32,000 50% of salary with maximum of $20,000 30% of salary with maximum of $12,000 No Federal Share The Department of Fire -Rescue was awarded the SAFER Grant and is requesting authorization to hire thirty (30) new firefighters. The thirty (30) new firefighters will provide enough personnel to put two (2) additional Rescue Units into service. Then six (6) firefighter positions will be converted to Fire Lieutenants to supervise shifts on the Rescue Units and additional staff Lieutenant positions for the Fire Prevention Bureau (FPB) to handle new construction and/or plans review, and two (2) Captains for the new Rescue Units. Attached is a summary as to how much it will cost to hire as requested above. The total cost to the Fire Department general fund for the first year to hire thirty (30 firefighters and promote six (6) Leiutenants and (2) Captains is $ 1,004,105. The SAFER Grant will cover $936,000 of this amount, therefore, the net cost to the Fire Department's general fund will be $68,105 for the first year. The account number is 001.000.280601.6.001.
