A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "SAFER GRANT,"
AND APPROPRIATING FUNDS FOR ITS OPERATION, IN THE AMOUNT OF
$2,402,196, FOR FISCAL YEARS 2006 AND 2007, CONSISTING OF A GRANT IN
THE TOTAL AMOUNT OF $2,600,000, FOR A FIVE-YEAR PERIOD, FROM THE
UNITED STATES DEPARTMENT OF HOMELAND SECURITY, AND REQUIRED
MATCHING FUNDS, FROM THE CITY OF MIAMI AS LISTED IN "EXHIBIT A,"
ATTACHED AND INCORPORATED, FOR THE IMMEDIATE HIRING OF THIRTY
(30) FIREFIGHTERS AND PROMOTING SIX (6) LIEUTENANTS AND TWO (2)
CAPTAINS; ALLOCATING FUNDS FROM THE DEPARTMENT OF FIRE -RESCUE
GENERAL ACCOUNT CODE NO. 001.000.280601.6.001, TO FUND THE COST
OF SALARIES AND ASSOCIATED BENEFITS BEYOND THE AMOUNTS LISTED
ON SAID GRANT; ALLOCATING FUNDS FOR THE REMAINING THREE-YEAR
GRANT FUNDING PERIOD, SUBJECT TO FUTURE GRANT APPROPRIATION
AND BUDGETARY APPROVAL; FURTHER AUTHORIZING THE CITY MANAGER
TO EXECUTE THE NECESSARY DOCUMENTS TO IMPLEMENT ACCEPTANCE
OF SAID GRANT AND TO COMPLETE THE NECESSARY STEPS TO
COMMENCE THE HIRING OF SAID FIREFIGHTERS.
WHEREAS, in an effort to improve the City of Miami's ("City's") compliance toward the National
Fire Protection Association ("NFPA") Standards, the Department of Fire -Rescue ("Fire -Rescue") had a
strong interest in increasing their number of firefighters to be assigned throughout the City districts;
and
WHEREAS, the federal government under the United States Department of Homeland Security
("DHS") offered grant funding to local jurisdictions under the Staffing for Adequate Fire and
Emergency Response ("SAFER") Act; and
WHEREAS, funds are based on a total funding cap of $100,000 per firefighter over a five-year
period to pay for salaries and associated benefits of newly hired firefighters; and
WHEREAS, the SAFER grant is designed to help fire departments meet the minimum standards of
the NFPA, thereby increasing the cadre of firefighters and enhancing their ability to obtain 24 hour
staffing, thus assuring their community has adequate protection from fire and fire related hazards; and
WHEREAS, currently, Fire -Rescue does not adequately meet NFPA Standards 1710 § 5.2.4.2 and
pursuant to Resolution No. 05-0410, adopted June 23, 2005, the City Commission authorized
Fire -Rescue to submit an application for said grant; and
WHEREAS, the grant was awarded and will allow the City to increase the number of firefighters
and to assign them strategically throughout the City to enhance the quality of service to our community
and to assist the City in improving their compliance toward NFPA standards; and

WHEREAS, in accordance with the SAFER grant, the City ensures that the additional positions are
maintained over a five (5) year period with grant funding as follows;

90% of salary with maximum of $36,000
80% of salary with maximum of $32,000
50% of salary with maximutn of $20,000
30% of salary with maximum of $12,000
No Federal Share;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Fund is established and resources are appropriated
as described below:

4PPR0PRIATIONS: Immediate hiring of thirty (30) firefighters and $2,402,196
promoting six (6) lieutenants and two (2) captains
Section 3. Funds for the remaining three-year grant funding period, are allocated, subject to future
grant appropriation and budgetary approval.
Section 4. The City Manager is authorized{1} to execute the necessary documents to
implement acceptance of said grant and to complete the necessary steps to commence the hiring
of said firefighters.
Section 5. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor {2}.

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions'.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
