Subject: Reject Proposal and Declare new UDP for Melreese Golf Course
Purpose of Item:
A Resolution rejecting the proposal received in connection with the request for proposals ("RFP")
issued June 1, 2005 for the Unified Development Project ("UDP") for the City -owned property
located at 1802 NW 37 Avenue, Miami, Florida, commonly known as Melreese Golf Course
("Property"); determining that the most advantageous method to develop certain improvements at the
Property, consisting of approximately 135 acres, for planning, design, construction, leasing and
management of the Property is as a UDP; authorizing the City Manager to prepare a draft RFP for
said UDP to include, without limitation, a golf course, hotel, parking and ancillary and support
facilities at the Property; confirming a public hearing will be held to take testimony regarding said
RFP.

Subject: Reject Proposal and Declare new UDP for Melreese Golf Course
Background Information:
The City is owner of the approximately 135 acres located at 1802 NW 37th Avenue in the Flagami
neighborhood of Miami, commonly known as Melreese Golf Course (the "Property"). This property
could provide recurring revenues to the City if it is redeveloped to include commercial ventures in
addition to the existing golf amenities.
City Charter Section 29-A(c) provides that the City Commission can procure from the private sector
an integrated package of services for the redevelopment of city -owned property including planning
and design, construction, leasing and management. Once a declaration of a UDP is made a Request
For Proposals ("RFP") can be drafted and subsequently issued following a duly advertised public
hearing.
On July 29, 2004 the City Commission declared the redevelopment of the Property a UDP and on
April 14, 2005, the City Commission authorized issuance of a Request for Proposals ("RFP") to seek
a qualified development team for commercial and recreational golf -related improvements an the
Property including a 4 star hotel.
Market conditions in Miami have been changing drastically particularly as it relates to construction
costs, which costs have substantially increased especially after Hurricane Katrina and Hurricane
Wilma earlier this year, which costs may now render a 4 star hotel economically unfeasible, This
concern was iterated by two registered respondents that did not bid and may be further evidenced by
the fact that only one proposal was received on December 16, 2005.
At this time the City Manager is recommending the City Commission reject the one proposal received
and declare a new UDP. If approved, the administration will bring back a draft RFP to be considered
by the City Commission at a duly advertised public hearing.
