HomeMy WebLinkAboutR-06-0007City of Miami Legislation Resolution: R-06-0007 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 05-01559 Final Action Date: 1/12/2006 A RESOLUTION OF THE MIAMI CITY COMMISSION REJECTING THE PROPOSAL RECEIVED IN CONNECTION WITH THE REQUEST FOR PROPOSALS ("RFP") ISSUED JUNE 1, 2005, FOR THE UNIFIED DEVELOPMENT PROJECT ("UDP") FOR THE CITY -OWNED PROPERTY LOCATED AT 1802 NORTHWEST 37 AVENUE, MIAMI, FLORIDA, COMMONLY KNOWN AS MELREESE GOLF COURSE ("PROPERTY"); DETERMINING THAT THE MOST ADVANTAGEOUS METHOD TO DEVELOP CERTAIN IMPROVEMENTS AT THE PROPERTY, CONSISTING OF APPROXIMATELY 135 ACRES, FOR PLANNING, DESIGN, CONSTRUCTION, LEASING AND MANAGEMENT OF THE PROPERTY, IS AS A UDP; AUTHORIZING THE CITY MANAGER TO PREPARE A DRAFT RFP FOR SAID UDP TO INCLUDE WITHOUT LIMITATION, A GOLF COURSE, HOTEL, PARKING AND ANCILLARY AND SUPPORT FACILITIES AT THE PROPERTY; CONFIRMING A PUBLIC HEARING WILL BE HELD TO TAKE TESTIMONY REGARDING SAID RFP. WHEREAS, Section 29-A(c) of the City of Miami ("City") Charter provides for the Unified Development Project ("UDP") process to govern the development of certain improvements to real property owned or to be acquired by the City; and WHEREAS, said UDP process further provides that under certain circumstances it may be most advantageous for the City to procure from the private sector one or more of the following integrated packages for the development of said improvements: Planning and design, construction and leasing; Planning and design, leasing and management; Planning and design, construction and management; or Planning and design, construction, leasing and management; and WHEREAS, the City -owned property known as the "Melreese Golf Course" located at 1802 Northwest 37th Avenue, Miami, Florida ("Property"), includes the golf course, putting green, chipping area, practice bunker and food and beverage bar, that is well suited for the development of certain improvements ("Project"); and WHEREAS, said Project would require comprehensive development services including planning and design, construction, leasing and management of improvements which may include, without limitation, a golf course, hotel, parking and ancillary and support facilities; and WHEREAS, pursuant to Resolution No. 04-0523, adopted July 29, 2004, the City Commission declared the redevelopment of the Property a UDP; and WHEREAS, pursuant to Resolution No. 05-0237, adopted April 14, 2005, the City Commission authorized issuance of a Request for Proposals ("RFP") to seek a qualified development team for commercial and recreational golf -related improvements on the Property; and City of Miami Page 1 of 3 File Id: 05-01559 (Version: 1) Printed On: 12/15/2016 File Number: 05-01559 Enactment Number: R-06-0007 WHEREAS, market conditions in Miami have been changing drastically particularly as it relates to construction costs, which costs have substantially increased especially after Hurricane Katrina and Hurricane Wilma earlier this year, and which costs may now render a four (4) star hotel economically unfeasible; and WHEREAS, this concern was iterated by two registered respondents that did not bid and may be further evidenced by the fact that only one proposal was received on December 16, 2005; and WHEREAS, the City Commission hereby determines it is in the City's best interest to reject the one proposal received and to declare a new UDP so that an RFP can be initiated; and WHEREAS, in accordance with City Charter provisions, a public hearing will be scheduled at a later date and time to consider the contents of the RFP and to continue the implementation process for said Project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The proposal submitted on December 16, 2005 from Concalpro Group, Inc., in response to the RFP issued June 1, 2005, for the development of a golf course, hotel, parking, ancillary and support facilities on the Property, is rejected. Section 3. The development of a golf course, hotel, parking, ancillary and support facilities on the Property, is determined to be a UDP. Section 4. The City Manager is authorized{1} to prepare a draft RFP for said UDP to procure from the private sector an integrated package of services to include planning and design, construction, leasing and management of improvements to said Property, which may include, without limitation, a golf course, hotel, parking, and ancillary and support facilities. Section 5. In accordance with City Charter provisions, a public hearing will be scheduled at a later date and time to consider the contents of the RFP, and to continue the implementation of the UDP process for said project. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: City of Miami Page 2 of 3 File Id: 05-01559 (Version: 1) Printed On: 12/15/2016 File Number: 05-01559 Enactment Number: R-06-0007 (1) The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. (2) If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
