The City of Miami issued a Request for Proposals (RFP) for an integrated package of services from the
private sector for the design, construction, development, leasing and management of a signature golf
course and hotel development on the City -owned property located at 1802 NW 37 Avenue, commonly
known as Melreese Golf Course, The RFP required a golf course and hotel component with the hotel
being a 4 star hotel.
On December 16, 2005, only one (1) proposal was received in response to this RFP.
As you know, market conditions in Miami have been changing drastically particularly as it relates to
construction costs, which costs have substantially increased especially after Hurricane Katrina and
Hurricane Wilma earlier this year. These costs may now render a 4 star hotel economically unfeasible.
This concern was iterated by two registered respondents that did not bid and may be further evidenced
by the fact that only one proposal was received.
Therefore, it is requested at this time that you recommend to the City Commission the rejection of the
proposal received and request declaration of a new Unified Development Project (UDP), which project
will provide a developer greater flexibility on the type of hotel to be constructed on the pr•.erty.
