HomeMy WebLinkAboutExhibit 4Information Sheet Medicaid Waiver Transportation Services Rate Increase 1. The effective date of the rate increase will be November 1, 2005. 2. Medicaid Provider Agreements for transportation services must be executed and in place before service authorizations can occur. This will be accomplished during the month of October. Separate agreements must be signed for FSL and DDIHCBS waivers. The provider should not bill using the increase rate prior to signing the new service agreement. 3. The provider should not bill for transportation using the rate increase until they have receive a service authorization from the support coordinator for the consumers they serve. 4. A transportation reporting requirement has been added to the agreements. Thi es rr porting will assist•APD in long term planning for transportation as services. Technical assistance will be provided to providers • needed for completing the report. The report will be due on i�l-ach year and is for data captured during the period January thru Marc of the same calendar year. 5. The provider agreements for those providers who serve consumers in the Family and Supported Living (FSL) waiver are subject to availability of funds in the consumers' cost plan. As you knowi!cost plans for this waiver are. capped at $14,282. If the 8% rate change wHHIause the consumers plan to be exceeded, then, the new rate may not be applied to this consumer. Based upon current analysis, the majority of FSL individual cost plans can accommodate the rate increase within the cap. 6. An automated (electronic) change to increase transportation rates and - ilvcation -i� r-the=A Wrwilhaeeareffeetive+lovembsr� D � FSL Medicaid Waiver Services Agreement for Transportation The differences in the agreement are as follows: Page 1, first paragraph, the Agreement is limited to Transportation Services only. This Agreement should only be used for this exercise. Subsequent renewals will require further modification of the Agreement. 1 A. Transportation Services Reporting Example is referenced and attached d as Attachment A. Rate structure documents are referenced and as Attachment B. B. A provision is added at the end of this clause limiting the increase to those FSL consumers who have adequate funding in their current cost plan to accommodate the increase. Districts will need to prepare Attachment B to show two rates — one that is a continuation' of the current rates pursuant to the consumer's service authorization, and another for the increased rates. 11. The reporting requirements are specified at the end of the first paragraph. VI. The Agreement cannot take effect any sooner than November 1, 2005. This is necessary in order to automate the changes in the contract amounts and avoid staff having to make the changes in each cost plan. In addition, for the. FSL Waiver the Agreement' must be for at least one year from the effective date of the Agreement: IX. This clause specifies that the Agreement being executed supersedeso all previous agreements. The last paragraph in this clause is added address the situation where the previous Agreement includes services other than transportation. Under this circumstance, only the T-rensportation-Services-portion-ef-the-existing—Agreement-is-s perceded. All other services will continue under the terms of the previous Agreement.
