HomeMy WebLinkAboutDESC AIR Card ProgramDefense Energy Support Center (DESC) AIR Card Program What is AIR Card? • "AIR" = Aviation into -plane Reimbursement Card • A commercial credit card (fuel card) used to purchase fuel, fuel related products and group services • Uses commercial technology, with invoicing and payments being electronic, just like a commercial fuel card • DD1898 replaced by a commercial receipt from the vendor • Payment information sent electronically; hard copies retained by contractors for audit purposes What is Into -Plane? Support the fuel needs of the U,S. Military and all Federal Civilian Agencies Our mission is to provide commercial jet fuel at commercial airports worldwide when military bases are unavailable Plays a major role in contingency operations Currently have 500 locations under contract • Domestic: 340 locations • Overseas: 160 locations in 82 countries • Centralized Payment for contract locations Why change? Collecting information using the current process is inefficient • DD1898 is cumbersome • Paper is expensive to process • Need to reduce data entry costs • Technology has developed better data collection methods Government has been mandated to use Electronic Commerce • Assists in down -sizing • Allows better use of personal resources Goals • Collect data electronically • Collect data using commercial procedures • Eliminate the DD1898 • Simplify non -contract fuel purchases • Reduce the paperwork burden on the Contractors and the Government • Increase competition AIR Card Phase in Approach • AIR Cards issued to selected military units for implementation & testing (May 1997) • All DoD issued AIR Cards for use (Oct 1997) • Federal Civilian Agency aircraft coverage began Oct 1998 — enrollment forms required to participate • AIR Card accepted at AVCARD locations and DESC contract locations worldwide (Oct 1998) • Total to date: 4800 airport locations — Marketing efforts continue • Ground services invoiced separately to home station • DoD Idenlaplate still required at Military Installations AIR Card Final Phase • Replace the DoD Identaplate(s) completely • All aircraft will have a unique card • Use one card at both contract and non -contract locations and Military installations • Card will be used for fuel and ground services Benefits Future • Mirrors industry • Speeds up invoicing procedure • Reduces the paperwork burden • Provides better service to DESC customers • Tracks fuel consumption and payments • Eliminates antiquated local purchase procedures (AF form 315 and SF44) • Continually search for win -win situations for our customers, contractors, and DESC • Determine when to migrate 10 smart card technology • One card concept for all aviation fuel needs • Requirements: 1.
