This project will: • Help bring economic viability to an area that has long suffered from urban blight • Complement the Carnival Center for the Performing Arts' transformation of the area into a world -class, 21 st century urban environment • Give the public access to the waterfront with the creation of a well -designed public bay walk and open space for the enjoyment of area residents and the citizens of greater Miami — something that is currently unavailable in that area • Provide convenient, pedestrian -friendly services that Miami's new downtown urban dwellers will need, including new restaurants and great shopping • Create a safe and secure neighborhood for area residents • Provide infrastructure for the Carnival Center for the Performing Arts Terra Group's plan is consistent with the City of Miami's master plan for the area, which calls for high -density development on the site. In addition, the existing commercial zoning permit is incompatible with the emerging Performing Arts District and the neighborhood — it needs to be replaced with zoning consistent with the character of the area.
