20 mph limit.
The fear: Too much high-
speed SunPass traffic will be
weaving from the toll lanes on
the left side of the expressway
to the Interstate 95 on -ramps
on the right. At the same time,
slower -moving 18-wheelers,
buses, taxis and minivans
have been entering the
expressway from the rene-
gade on -ramp on the right and
trying to immediately weave to the left en route to Inter-
state 195, the Julia Tuttle
Causeway and the beaches.
It's a valid concern given
the anarchic approach of ton
many aggressive drivers.
But let's be clear: Closing
the ramp is good business for
MDX — an agency already
poised to dig deeper into
everyone's pockets over the
next decade as it converts the
five local roll roads into an all -
electronic, pay-as-you-go sys-
tem.
Think about all of the
truckers who have been head-
ing to the port most weekday
mornings. tying up traffic try-
ing to negotiate the local
street grid and blasting
through the neighborhoods to
save a S5 toll. Even if 10 per-
cent of them surrender, that's
mo
re lucre for MDX.
Independent trucker John
Lopez said MDX better not
bank on a lot ofhis fellow
drivers suddenly paying the
Airport Expressway roll —
especially since the freight
companies aren't going to
reimburse them.
"Man, that's going to be a
killer," said Lopez, who drives
a triple -axle rig and had just
finished his third Medley -to -
port round-trip Friday after-
noon. "With fuel prices going
up and now 1 have to look at a
S6.50 toll.., No way"
Streetwise the Soothsayer
predicts traffic will be notice-
ably heavier for the foresee-
able future on Northwest 36th
and 20th streets and the
north -south avenues in the
area — 27th, 22nd,17th and
12th.
So, who else is going to
have to change their driving
habits?
Thousands of people who
have been commuting down-
town from North Miami -Dade
communities like Carol City
and Miami Lakes without get-
ting onto 1-95 until they hit
Allapattah.
Hundreds of suburbanites
from west Broward suburbs
don't mind paying the toll for
the Gratigny Parkway, but
would rather traverse the
local side streets and dodge
the Airport Expressway roll
before venturing onto 1-95
just north of downtown.
Transit officials are trying
to fine up a bunch of new
Sunl'asses for Miami -Dade
Transit bus drivers who have
been using the back streets
and the renegade ramp to
"deadhead" from the Central
yard to their routes on the
north beaches without paying
the toll_
The only segment of the
driving public that won't feel
the sting of the ramp closure:
tire -rescue and ambulance
vehicles.
MDX engineering director
Alfred Lurigados said con-
struction crews will be outfit-
ting the ramp with a heavy-
duty electronic gate that can
be triggered by workers
inside the toll plaza.
The debate whether to
close the ramp has raged for
more than a decade, breaking
out in a miniature civil war of
sorts dependiag on whether
you lived in the working class
neighborhoods north or south
of the expressway. Many have
been there long enough to
member when the road was
originally called the 36th
Street Tollway.
Residents of the north side
neighborhoods like Hadley
Park didn't me any reason to
close the ramp. They're going
to have to drive a little bit far-
ther if they want to reach 1-95
without paying a tolL
But the majority of Allapat-
tah residents on the south
side of the expressway, espe-
cially those with kids walking
to Miami Jackson Senior High
or Moore Pmk. are celebrat-
ing. They've borne the brunt
of the noise and traffic prob-
lems since the ramp opened
with the tofwey in 1961-
"It's about time," said Hen-
rietta Bush, who has lived in
the shadow of the expressway
for more than two decades.
"The trucks, oh, they're terri-
ble. They have been far a long
time. I'll be happy when
they're gone."

& Light customers without
power in Broward and
Miami -Dade counties and
sparked several small tires,
although none were threat-
en
ing homes.
FPL estimated 18,803
customers lost power,
spokesman Serge Mihail-
itchenko said. Possible
causes included debris hit-
ting lines or lightning
strikes, he said.
About 12,000 of those
customers were in
Broward, with the largest
numbers in the central and
northern part of the county,
Mihaihtchenko said.
FPL hoped to have
power back to those homes
by late Sunday, he said.
Several fires also burned
around U.S. 27 in Broward
and Krome Avenue i
Dade, but none threatened
homes Sunday evening,
said David McCarty of the
Division of Forestry.

Police looking
far driver in
hit-and-run
Miami -Dade police are
asking the public's help in
their search for the motor-
ist who struck a pedestrian
early Sunday in west
Miami -Dade, then tied the
scene.
The victim, a rold
man, was discoverederect fatally
injured by a Miami -Dade
police officer on patrol
along West Planter Street
and Southwest 102nd Ave-
nuM.
The man was trans-
ported but eventually died
of his injuries, police said.
Witnesses told police
the car that killed the
unidentified pedestrian
may be a black or blue (out-
door Honda Civic with
extensive damage to the
windshield and its front
end.
Anyone with information
about the incident is asked
to call Crime Stoppers at
305-471-TIPS.
