Burgess County Manager overy — No Blue fs Program Report The following report includes information on the Blue Roof Program, as requested by Chairman Joe A. !Martinez at the May 0, 20Q6 Board of County Commissioners meeting. The Federal Emergency Management Agency (FEMA) has reported that there are 16,784 homes in Miami -Dade County with Blue. Roofs, installed by the Army Corps of Engineers as reflected in Attachment 1. For many of these families, FEMA, insurance or other assistance is insufficient or non-existent for roof repairs or replacement. As the 2006 hurricane season rapidly approaches, the Partnership for Recovery (The Partnership) under the Leadership of its Chairman, Ron'L. Book, launched its first Initiative, the "No Blue Roofs" Program directed by Leonard Turkel, an experienced general contractor. This initiel Initiative was designed to desist eligible low-income homeowners with roof repairs or roof replacement of homes damaged as a result of Hurricane Wilma. Priority' consideration would be given to eiders (62 year and older), individuals with disabilities and single household applicants earning $19,650 or less per year. Twenty-two (22) locations geographically dispersed throughout the County were selected as application and'intake sites (Attachment 2). Applications were accepted Monday through Friday from Aprl! 17 through April 28, 2006. When requested, home visits were conducted to assist homeowners with the application process. The program had two eligibility categories: household and property eligibility. Applicants ware required to provide documentation supporting the household eligibility requirements. Property eligibility would be determined by a pre -construction inspection. The following represents the program requirements. 1. Proof of residency in Miami -Dade County and the property at the time of Hurricane Wilma landfall; 2. Ownership of the property where the, repairs are roqulred; 3. Properties must meet the structural requirements necessary for roof repair or replacement as detennined by the pre -construction Inspection; 6. Properties must belt single-family home, , townhouse, or duplex; must not be In foreclosure or listed for sale, and damages must be under 50 percent of the assessed property value; 6. The applicant must disclose any and all funds received towards roof repair from resources such es insurance and/or FEMA; 7. After inspection and program acceptance, the applicant must surrender these 'funds/payments to the No Blue Roofs Program; and 8. Applicants must sign a Hold Harmless Agreement indemnifying The Partnership and its partners. A total of 949 applications were distributed and 446 applications were returned for processing. Three hundred and eighty-one of the 445 applications received met the household eligibility. Listed below is the distribution of the applications by Commission District. On May 8, 2008, the City of Hialeah Code Compliance staff began the pre -construction inspections for the municipality. The anticipated average cost of roof repair/replacement is approximately $10,000 per property. The Partnership for Recovery has approximately $1.2 million currently available for these activities. Thls amount is insufficient to service all eligible applicants. The anticipated allocation 90H q040'41 199-1 —WO.l d WdOV IO OC-9Z.,ceR P. Honorable Chairman Joe A. Martinez and Members, Board of County Commissioners Pegs 3 of 3 of $3 million, awarded by the Board of County Commissioners, will close this funding gap and allow all eligible households to be served. This Initial application period was designed to focus on individual family housing units as the ourront need far exceeds the available resources. This need is further exasperated by.the large number of multi family dwellings with blue roofs. The Partnership is contemplating .a second application period as It more aggressively pursues private sector funding.. The Partnership is also exploring strategies that may provide assistance to multi family units. As it relates to the advertising the initial application period, flyers (Spanish, Creole, and English) were distributed Through the 22 application/Intake sites. Program information was also provided to major health and social services providers including the United Way of Miami Dade, Florida Department of Children and Families, The 'Children' a Trust, The Early Learning Coalition of Miami Dade/Monroe and the Alliance For Human Services for further distribution. Other 'outreach efforts Included: Switchboard of Miami; Neighbors 4 Neighbors; Hands On Miami; Including a door to door campaign by the City of Hialeah'.s Community Development Department who provided program flyers to all residents In the City of Hleieah with roof damage.. Additionally, Information on the application period, locations and program requirements was provided to callers through the 311 Answer Center and applications were mailed to callers upon 'request.
