DISCUSSION CONCERNING THE STATUS OF THE MLK ROADWAY
IMPROVEMENT PROJECT INCLUDING ITS PROPOSED

Direction to the Administration by Commissioner Spence -Jones to ascertain that meetings are
initiated with the County in reference to the funding of phase II of the MLK Roadway
Improvement project, and to make certain the Labor Union Hall on MLK Boulevard is made
aware of what's happening with the Boulevard.
Chairman Gonzalez: So I'm going to move to the Planning and Zoning agenda. Before going

Commissioner Spence -Jones: You forgot me.

Commissioner Spence -Jones: My item is regarding the MLK (Martin Luther King) -- going to
bring some peace and love and unity in the room now --

Ms. Thompson: Thank you.
Commissioner Spence -Jones: Ms. Conway, can you give us a briefing as to where we are with
the MLK roadway improvement project.
Mary Conway: Yes. Mary Conway, CIP (Capital Improvements Program). I'm happy to
announce that construction began on the MLK streetscape improvements yesterday; that the
contractor is mobilized in the field, and I believe we're targeting the early part of February for a
ground breaking ceremony. The project involves basic infrastructure improvements, milling and
resurfacing, but also involves the actual implementation of the streetscape plan that will be
before you later on today under Item PZ.10 that is including decorative sidewalks, landscape
treatments, beautification elements, linear parks along the corridor. In addition, we have -- if
you're interested in meeting the contractors, we have representatives from the three contractors
here with us this morning that I'd be happy to introduce to you.
Commissioner Spence -Jones: Would love to meet them.
Ms. Conway: With us today is Robert Lopez from General Asphalt. They're the prime
contractor and a Hispanic business enterprise. Also with us today is Adebayo Abina, one of the
subcontractors, a black business enterprise, and also Henry Louden, with Trans Construction, a
Section 3 business enterprise.
Commissioner Spence -Jones: Wonderful, and look how diverse this group is. This is wonderful.
I just wanted to thank you for coming this morning. Also, Mary, if we can, I would like to keep in
mind the labor union hall is located on MLK Boulevard, so one of the things I'd like to -- I know
you're going to use a lot of workers from the area, from the community to participate -- to
definitely reach out to the labor union hall on MLK Boulevard to make sure they're included. 1
want to make sure neighborhood residents are involved in what's happening with the boulevard.
Thank you so much, and then Mary, I just have a couple of other questions for you real fast. I
understand that the plan will only take us to 12th or 17th Avenue, correct? Which one?
Ms. Conway: This initial phase of the project that the City is funding solely and constructing on
this County roadway is between I-95 and Northwest 12th Avenue.
Commissioner Spence -Jones: OK
Ms. Conway: There is an additional phase II of the project that's being funded by the County
that extends to 37th Avenue, and we're still resolving a few final details with that project before
it will be able to start, but we're hopeful that by the time the construction of this first phase is
winding down, that we'll be ready so that there'll be a seamless transition to the west
Commissioner Spence -Jones: Can we at least make sure -- I guess you're the sitting City
Manager -- City Manager, that that meeting happens with the County? 1 did speak to
Commissioner Edmondson regarding this item. My concern is that we get started on our end
from City and we go to 12th Avenue and then we can't find the County in this, so I would really
would appreciate you trying to make sure that we at least get that ball rolling so that at least it's
happening all at the same time, and then I have two more items, and I'm done, regarding this.
